Introduction

Purpose
Under the direction of the Water Information Technology
Supervisor, the GIS Analyst provides technical support to Milwaukee Water Works
(MWW) in the areas of geographic information system (GIS) mapping, data
services, cartographic design, and map production projects, including design,
development, analysis, training, and user support.
Essential Functions
GIS Maintenance
- Assist with management of MWW’s GIS data in an Environmental Systems Research Institute (Esri) Enterprise geodatabase environment, including monitoring, troubleshooting, data problem resolution, documentation, and training.
- Maintain Dual Independent Map Encoding (DIME) address files, construction project areas, and other administrative and political boundary files using both Esri Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) Desktop and ArcGIS Pro.
- Maintain existing MWW web applications, mobile applications, and map products.
GIS Development
- Assist with implementation of new GIS web applications and mobile workflows.
- Provide customer support for GIS users, including software installations, upgrades, and patches.
- Troubleshoot technical issues with users and submit Esri support requests to resolve problems.
- Provide backup monitoring, administration, and troubleshooting within MWW’s ArcGIS Enterprise environment.
- Provide custom map products and plots as requested.
- Document procedures used to prepare maps and related data sets.
Mapping and Data Services
- Generate maps and provide data analysis for internal GIS customers.
- Assist in the creation of scripts and models to automate tasks, such as building datasets or publishing data and importing data into the GIS system.
- Work closely with engineers and technicians to troubleshoot issues, follow up on proposed fixes, and keep staff informed of progress updates and changes.
- Create and maintain technical documentation.

Minimum Requirements
1. Bachelor’s degree in geography or a closely related field
from an accredited college or university.
Equivalent combinations of education and experience may be
considered; however, successful completion of forty, post-secondary credits in
GIS, programming, land engineering, automated mapping, and/or cartography in
any combination is required and may not be substituted with experience.

Desirable Qualifications
- Experience using Esri ArcGIS Enterprise and/or ArcGIS Online software.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of GIS, automated mapping, and geography principles and practices.
- Knowledge of GIS theory and application and basic cartographic (map) design.
- Knowledge of application development and project implementation lifecycles.
- Ability to learn the ArcGIS Desktop software suite.
- Ability to learn ArcGIS Pro desktop software.
- Ability to write complex algorithms related to GIS.
- Ability to use Esri software and ArcGIS products to perform mapping and maintenance functions.
- Ability to write SQL queries using basic Python or VB Script functions.
- Ability to capably perform various mapping and data assignments.
- Skill in using standard computer applications such as the Internet, word processing, spreadsheet, and database.
- Ability to read and interpret technical work-related documents and policies.
- Knowledge of basic mathematics and ability to make accurate calculations.
- Ability to troubleshoot hardware and software issues to ensure consistent functionality.
Communication and Interpersonal
- Ability to clearly communicate technical information in an understandable way for both technical and non-technical staff.
- Written communication skills, including the ability to produce clear, error-free correspondence and reports.
- Ability to provide training and clearly explain complex GIS concepts to non-technical users.
- Ability to work cooperatively and fairly with people whose backgrounds may differ from one's own.
Organization and Judgment
- Ability to work independently and in a team-oriented, collaborative environment.
- Ability to exercise sound judgment and decision-making to consider potential actions and choose the best solutions.

Current Salary
The current salary range (Pay Range 2HN) is $66,763-$81,507 annually, and the resident incentive salary range for City of Milwaukee residents is $68,766-$83,952 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
