The Department of Neighborhood Services (DNS) supports neighborhood improvements by enforcing standards for buildings, property and land use. The department uses its enforcement, financial, and educational resources to encourage investment in housing and other buildings in Milwaukee’s neighborhoods. Various inspection and enforcement activities ensure compliance with building and property codes, supporting an attractive investment environment and fostering reinvestment into neighborhoods.

Purpose

Provide vision, direction, and managerial oversight for all trades inspection activities for the City of Milwaukee Department of Neighborhood Services (DNS) including construction, plumbing, cross connection, electrical, elevator, fire protection, and boiler inspection. 

Essential Functions

  • Provide managerial oversight and direction for all trades inspection activities for the City of Milwaukee DNS including construction, plumbing, cross connection, electrical, elevator, fire protection, and boiler inspection.
  • Manage Trades Division Supervisors and administrative support staff activity to ensure the mission of the department is being carried out.
  • Meet with supervisors and inspectors to review plans and projects and to provide code interpretation and direction.
  • Provide in-person and telephone assistance to customers.
  • Provide code interpretation for internal and external customers.
  • Represent the DNS at governmental forums, community meetings, the Board of Standards and Appeals, the DNS variance committee, and the Municipal Court as necessary.

Conditions of Employment

  • Ability to work beyond standard business hours to meet departmental needs and in emergency situations that require management involvement/presence.
  • The standard business hours are 7:00 a.m. to 4:45 p.m. Monday through Friday.
  • Ability to carry and use a mobile phone during work hours.
  • Required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.

Minimum Requirements

  1. Bachelor’s degree in engineering, architecture, construction management or a related field from an accredited college or university.
  2. Five years of experience at the level of project manager, engineer or architect involved in the design or construction of buildings which includes one year performing duties in a lead worker or a supervisory capacity.
  3. Possession of the following Wisconsin Department of Safety and Professional Services (DSPS) certifications at time of appointment and maintain throughout employment:
    • Commercial Building Inspector
    • Uniform Dwelling Code (UDC) Construction Inspector
    • UDC HVAC Inspector
  1. Valid Wisconsin Driver's License at the time of appointment and throughout employment. Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.


Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Master’s degree in engineering, architecture, construction management.
  • Municipal building codes inspection experience.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of State of Wisconsin Commercial Building Code, International Fire Code and Uniform Dwelling Code.
  • Knowledge of the Milwaukee Code of Ordinances.
  • Knowledge of applicable building and life safety codes, construction methods, materials, and construction documents.
  • Ability to interpret building and zoning codes.
  • Ability to demonstrate knowledge of construction technology. 
  • Ability to demonstrate knowledge of Real Estate Law.
  • Ability to demonstrate knowledge of the Department of Natural Resources conservation practice standards.
  • Ability to demonstrate knowledge of zoning administration and code enforcement.
  • Extensive knowledge of building engineering principles and methods and the document review process.
  • Knowledge of mathematics and geometry used in building design and construction.
  • Ability to demonstrate familiarity with Microsoft Office and other database applications.
  • Proficiency using standard and proprietary computer applications.
  • Ability to read and understand documents such as laws, policies, and technical publications.

Current Salary

The current salary range (1QX) is $168,669-$185,792 annually, and the resident incentive salary range for City of Milwaukee residents is $173,729-$191,365 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
