Purpose

The Lead Project Inspector 1 with the Milwaukee Health Department (MHD) provides comprehensive property inspections, creates and approves scopes of work, estimates rehabilitation costs, and ensures that rehabilitation and new construction work meets lead abatement standards and state adopted building codes for renovation and construction. Projects must also comply with City of Milwaukee Code of Ordinances, City of Milwaukee construction specifications, U.S. Department of Housing and Urban Development (HUD) regulations, and Wisconsin Department of Health Services (DHS) regulations for lead abatement activities.

Essential Functions

Project Inspection

·       Perform initial inspections with homeowners for lead abatement.

·       Perform progress inspections throughout the duration of the activity to ensure compliance with project scope, building codes, City specifications, Federal HUD regulations, and State DHS regulations. Hold meetings to clarify with contractor.

·       Refer all building code related violations for life safety to the Department of Neighborhood Services (DNS).

·       Ensure all appropriate alteration, electrical, and plumbing permits are obtained.

·       Approve change orders for required additional work.

·       Perform final code compliance inspections and grant final approval at completion of work.

·       Inspect all permitted construction and heating, ventilation, and air conditioning (HVAC) work.

·       Review and approve contract draw requests for lead abatement projects, including HUD HOME Investment Partnerships Program (HOME)-funded projects.

·       Approve final forms for HUD HOME/Community Development Block Grant (CDBG)-funded projects.

 

Reporting and Administrative

·       Use the Accela Land Management System (LMS) and take field notes, measurements, and photographs to create scopes of work for lead abatement activities.

·       Ensure referrals to DNS for Certificate of Code Compliance and Certificate of Occupancy approval at completion of large In Rem projects.

·       Meet with clients, including homeowners, contractors, and community groups in person or over the phone to explain MHD and DNS permitting, coordinate construction work, and provide technical support.

·       Prepare reports and correspondence relating to project activity; maintain a photo folder for each project.

·       Log inspection activity in the LMS and MHD databases.

·       Process complaints and maintain appropriate communication with complainants.

Conditions of Employment

The Lead Project Inspector 1 must be willing and able to do the following:

·       Travel throughout the City of Milwaukee to perform property inspections of City of Milwaukee homes.

·       Travel outside the City of Milwaukee, occasionally overnight, for training purposes or for participation in meetings representing the City.

·       Carry an MHD cell phone during work hours.

·       Respond to emergency or broad impact events.

·       Perform light physical work, including the ability to walk, climb, stoop, kneel, and exert up to 10 pounds of force occasionally to lift and move objects.

Minimum Requirements

1.    Five years of experience in residential housing inspection, rehabilitation, and/or new construction, OR

a bachelor's degree in architecture, engineering, or a closely-related field from an accredited college or university PLUS one year of experience in housing rehabilitation, new construction, or a comparable field.

2.    Possession of the following certifications within six months of appointment as a condition of completing probation:

·       State of Wisconsin Department of Safety and Professional Services (DSPS) Uniform Dwelling Code (UDC) Construction Inspector Certification.

·       State of Wisconsin DHS Lead Risk Assessor Certification.

3.    Valid driver's license at time of application, throughout the selection process, and throughout employment. Availability of a properly insured automobile for use on the job at time of appointment and throughout employment. (Private Auto Allowance May Be Paid Pursuant to Section 350-183 of The Milwaukee Code.)

 

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

·       Ability to provide interpretation in Spanish, Hmong, or another language.

·       Additional State of Wisconsin DSPS certifications such as UDC Electrical Inspector, UDC Plumbing Inspector, or Commercial Building Inspector.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

·       Knowledge of building rehabilitation accepted practices.

·       Knowledge of accepted standards and materials used in the construction of new residential homes.

·       Knowledge of building codes pertaining to the construction of new residential homes.

·       Knowledge of carpentry codes pertaining to porches and decks.

·       Ability to apply knowledge of building codes and construction practices to examine work and materials and detect deviations from plans, codes, and standard construction processes.

·       Ability to read and understand job-related materials, regulations, and policies.

·       Ability to read and interpret blueprints and drawings.

·       Ability to use mathematics to calculate square footage of roofs, floors, and walls.

·       Proficiency using standard computer programs such as database, word processing, and spreadsheet applications to log inspection activity and prepare reports and correspondence.

·       Ability to learn and use equipment such as smartphones, tape measures, and flashlights.

·       Situational awareness and personal safety skills.

Current Salary

The current salary range (Pay Range 7HN) is $74,365-$92,290 annually, and the resident incentive salary range for City of Milwaukee residents is $76,596-$95,058 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
