Purpose

Assigned to the Childhood Lead Poisoning Prevention Program (CLPP), the Lead Enrollment Coordinator for the City of Milwaukee Health Department (MHD) contacts tenants and property owners interested in the Primary Prevention Program. Priority is given to families with children with elevated blood levels with completed lead hazard investigations. The incumbent coordinates the timely application and completion of client income verification, serves as the ambassador of the grant program, and ensures payment requests for lead hazard reduction activities, in addition to maintaining all records and files for grant compliance.

Essential Functions

Application Processing/Assistance and Outreach

  • Review program eligibility requirements with the public via phone or in person for participation in the Primary Prevention Program, pursuant to Housing and Urban Development (HUD) guidelines.
  • Enter application requests into the application database for distribution.
  • Provide application materials to applicants who meet program criteria in person; by mail, email, or fax; electronically via the Accela Land Management System (LMS); or offsite at community outreach events.
  • Accept applications from the public for participation in Primary Prevention Program and assure that all eligibility documentation is received and that requirements are met.
  • Verify eligibility via several databases.
  • Assist clients with application completion, field questions from clients, conduct application follow-up with prospective clients, and ensure accurate completion.
  • Process applications for approval by management.
  • Send outreach letters to recruit new applicants into the Primary Prevention Program.

Reporting and Administrative

  • Manage files, applications, and caseload databases within the Accela LMS.
  • Work with management and program staff to ensure that all documentation and information is complete.
  • Manage files that are disqualified after inspection and update the database.
  • Participate in evaluation of the program to ensure compliance and quality.

Conditions of Employment

The Lead Enrollment Coordinator must be willing and able to do the following:

  • Travel throughout the City of Milwaukee to perform field work, including meeting clients in their homes or making other arrangements.
  • Travel outside the City of Milwaukee, occasionally overnight, for training purposes or for participation in meetings representing the City.
  • Carry an MHD cell phone during work hours.
  • Respond to emergency or broad impact events.
  • Perform light physical work, including the ability to walk, reach, and exert up to 10 pounds of force occasionally to lift and move objects.

The preemployment testing and medical requirements for this position include the following:

Minimum Requirements

  1. Four years of progressively responsible office support experience, performing customer service and data management duties related to the essential functions listed above.
  2. Certification as a State of Wisconsin Department of Health Services (DHS) Lead Abatement Supervisor within one year of appointment.
  3. State of Wisconsin Department of Financial Institutions (DFI) Notary Public within one year of appointment.
  4. Valid driver's license at time of application, throughout the selection process, and throughout employment. Availability of a properly insured automobile for use on the job at time of appointment and throughout employment. (Private Auto Allowance May Be Paid Pursuant to Section 350-183 of The Milwaukee Code.)

Equivalent combinations of education and experience may also be considered; however, there is no substitution for the certifications as described above.

Desirable Qualifications

  • Ability to provide interpretation in Spanish, Hmong, or another language.
  • State of Wisconsin DFI Notary Public.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Ability to learn and apply the eligibility requirements and application processes for public health programs such as CLPP.
  • Ability to learn and apply knowledge of lead paint, lead hazards, lead disclosure rules, and U.S. Department of Housing and Urban Development (HUD) guidelines for lead paint abatement within home environments.
  • Ability to read and interpret program-specific materials, policies, and regulations as well as governmental rules regarding eligibility requirements.
  • Ability to calculate figures and amounts and apply concepts such as fractions, percentages, ratios, and proportions to determine applicant income.
  • Knowledge of Health Insurance Portability and Accountability Act of 1996 (HIPAA) requirements and disclosure rules.
  • Skill in using standard computer programs such as database, word processing, spreadsheet, and presentation applications.
  • Ability to learn and use job-related applications such as the case management information system.
  • Ability to learn the features of tablets and smartphones to review data, send email messages, and upload documents.
  • Skill in navigating and entering program data into programs such as the Accela LMS.
  • Data collection, tracking, analysis, interpretation, and presentation skills.
  • Situational awareness and personal safety skills.

COMMUNICATION AND INTERPERSONAL

  • Customer service skills, including the ability to conduct discussions with prospective clients and provide application assistance in a compassionate, tactful, and culturally sensitive manner.
  • Interpersonal skills to develop and maintain effective relationships with managers, fellow staff, representatives of City departments, partners from other agencies, and the public.
  • Ability to work with the MHD Home Environmental Health Community Outreach Coordinator to provide community/client outreach to recruit new applicants into the CLPP.
  • Written communication skills, including the ability to accurately and effectively document case enrollment and write chronological notes.
  • Verbal communication skills to clearly communicate program information to various audiences.
  • Skill in providing advocacy and outreach, including the ability to identify and build relationships with community organizations and agencies.
  • Ability to receive complaints during enrollment and refer to appropriate City agencies or non-profit organizations.
  • Ability to work cooperatively and fairly with coworkers and residents whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 5IN) is $59,996-$72,025 annually, and the resident incentive salary range for City of Milwaukee residents is $61,796-$74,186 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
