The Department of Public Works (DPW) Multimodal Unit creates sustainable, vibrant, equitable, and connected streets and public spaces that provide choice, safety, comfort, and access for everyone in Milwaukee. In support of the City’s Complete Streets and Vision Zero Policies, this team is committed to addressing reckless driving and building out a protected bike lane network.

Purpose

The Civil Engineer III designs and implements the City of Milwaukee active transportation and traffic safety project and manages initiatives funded at the federal, state, and local levels.

Essential Functions

Project Management

  • Serve as project manager and design engineer for various grant projects funded at the federal, state, and local levels.
  • Prepare project plans, specifications, estimations, and contract documents.
  • Oversee consultants, unit staff, and other staff responsible for the design of various traffic safety improvement projects.
  • Liaise with the City’s Pedestrian and Bicycle Advisory Committee and other task forces.
  • Coordinate with regional agencies as a Complete Streets liaison.
  • Oversee design for traffic safety improvements shared mobility enhancements and pedestrian, bicycle, transit, and mobility facilities.

Administration

  • Provide design review for various City, sister-agency, or private development projects to ensure compliance with City goals and policies.
  • Collect and analyze data.
  • Develop design guidance related to pedestrian, bicycle, transit, ADA (Americans with Disabilities Act), and street design projects.
  • Prepare grant applications for various grant programs.

Minimum Requirements

  1. Bachelor’s degree in Civil Engineering from an accredited school of engineering.
  2. Two years of full-time professional civil engineering experience in transportation design.
  3. Ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, ridesharing, or driving at time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Registration as a Professional Engineer (PE).

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of the principles and practices of civil engineering related to planning and design of transportation and mobility improvements.
  • Ability to effectively use computerized civil engineering design programs such as AutoCAD, MicroStation, Civil 3D, and AutoTURN.
  • Ability to read and review project Plansets, specifications, and estimates.
  • Ability to use Microsoft Office software to prepare written reports, organize public education programs, and prepare presentations.
  • Ability to conduct research and collect and analyze data for use in departmental reports.
  • Knowledge of national and international best practices relating to innovative transportation planning and design that supports safe streets, shared mobility, walking, biking, and transit use.
  • Knowledge of ADA guidelines, standards, and practices.
  • Ability to read related materials and apply the directive and guidance of the National Association of City Transportation Officials (NACTO), Federal Highway Administration (FHWA), Manual on Uniform Traffic Control Devises (MUTCD), and the Wisconsin Department of Transportation (WisDOT) Facilities Development Manual (FDM).
  • Ability to learn and become skilled in grant writing.

  • Skill in providing customer service to internal and external customers.
  • Ability to build and maintain positive working relationships with a multicultural and multidisciplinary staff, the public, elected officials, and other agencies.
  • Ability to work courteously, cooperatively, and effectively with people whose backgrounds may differ from one’s own.
  • Written communication skills, including the ability to prepare accurate and error-free reports.
  • Verbal communication skills to positively represent the department in multiple formats.

Current Salary

The current starting salary range (Pay Range 2MN) is $94,758-$112,137 annually, and the resident incentive salary range for City of Milwaukee residents is $97,601-$115,501.

  • Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
  • SPECIAL NOTE: Employees who possess a Professional Engineer (PE) License will be paid an additional 3%.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
