Purpose

In order to maintain safe and clean neighborhoods, the Sanitation Inspector 1 provides code enforcement of garbage, recycling, and solid waste ordinances and refers other conditions to applicable City departments.

Essential Functions

Code Enforcement and Field Work:

  • Perform code enforcement for various solid waste and snow and ice removal ordinances while representing the City in a highly professional manner.
  • Write clean-up orders and post notification tags for nuisance garbage, cart returns, and other violations.
  • Document violations by taking photos with a digital camera and downloading digital pictures to the city’s network.
  • Coordinate with field supervisors for abatement of violations.
  • Assemble, dismantle, deliver, and pick up refuse/recycle carts.
  • Assist supervisors with tracking progress and reallocating equipment while performing the snow duty role.
  • Assist drivers with mounting plow blades on city vehicles during snow and ice control operations.
  • Perform custodial duties such as sweeping, cleaning, and loading/unloading trucks.
  • Shovel snow and spread sand or salt on city streets and walkways.

Administrative and Customer Service:

  • Provide excellent customer service by educating residents on applicable codes and practicing non-escalation and de-escalation techniques to avoid and diffuse potential conflict.
  • Keep detailed, accurate, and organized records of code enforcement activity.
  • Create and maintain various reports and spreadsheets using Microsoft Excel software or other prescribed electronic systems.
  • Enter code violation and service responses into the Department of Public Works (DPW) Work Orders application and refer situations to other responsible departments.

Conditions of Employment

  • Must be willing to work 24/7 to assist during snow and ice control operations.
  • Must be able to work outdoors in all types of weather conditions for extended periods of time.
  • Must be able to perform physically demanding work, including the ability to lift and carry 50 lbs. or more of equipment/material, and heavier weight with assistance.

Required pre-employment tests include the following:

  • Physical Exam with Lift test
  • Vision Exam
  • Audio-Gram
  • Drug Screen

Minimum Requirements

  1. One year of experience conducting inspections or working in a compliance capacity with codes, ordinances, regulations, or statutes.
  2. Valid driver's license at time of appointment and throughout employment.
  3. A good driving record at time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Familiarity with Milwaukee’s street layout.
  • Familiarity with City of Milwaukee solid waste regulations.
  • Familiarity with State and Federal hazardous waste regulations.
  • College coursework related to job duties, such as solid waste, snow and ice management, public administration, and communication.

Knowledge, Skills, Abilities & Other Characteristics

Technical:

  • Knowledge of inspection techniques.
  • Ability to read and interpret City of Milwaukee codes and ordinances.
  • Ability to read and interpret street maps.
  • Proficiency with personal computer operations.
  • Operational knowledge of Microsoft Office’s Word and Excel programs.

Communication and Interpersonal:

  • Skill in talking and interacting with a wide variety of people, including residents, coworkers, supervisors, and elected officials.
  • Skill in writing effective email messages and letter responses to resident complaints.
  • Excellent customer service skills, including the ability to deal tactfully with residents and public officials.
  • Ability to diffuse customers behaving in a confrontational manner when dealing with sanitation issues.
  • Ability to work cooperatively and effectively with people whose backgrounds may differ from one’s own.

Critical Thinking and Professionalism:

  • Ability to receive and prioritize direction from multiple supervisors to ensure timely completion of responsibilities.
  • Ability to work independently and make appropriate decisions.

Current Salary

The current salary range (Pay Range 8DN) is $51,816-$60,106 annually, and the current resident salary range for City of Milwaukee residents is $53,370-$61,909 annually.

NOTE: A Sanitation Inspector 1 is eligible for promotion after successful underfill to the Sanitation Inspector 2 position after two years of service as a Sanitation Inspector 1. The minimum starting salary (Pay Range 8EN) for a Sanitation Inspector 2 is $54,407-$65,076 annually, and the current resident salary range for City of Milwaukee residents is $56,039-$67,029.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
