Purpose

The Benefits and Wellness Supervisor manages and leads the Department of Employee Relations (DER) benefits team to implement and execute new and existing benefit programs, helps to ensure proper administration of benefit plans, and oversees benefit-related customer service.

 

The City of Milwaukee’s benefits programs include health and dental insurance, a comprehensive wellness program, onsite clinics, onsite nurse liaison, flexible spending and health reimbursement arrangements, long term disability insurance, life insurance, tuition reimbursement, commuter value pass, and other voluntary benefits with a special focus on healthcare and wellness.

Essential Functions

Staff Supervision

  • Supervise and monitor the daily work of three DER Benefits staff members, including a Benefits Services Analyst and two Benefits Services Specialists.
  • Provide staff training and guidance on the continuous improvement of programs, processes, and procedures, including establishing and documenting standard operating procedures for all critical job functions in order to adhere to strict benefit plan deadlines.

Healthcare and Wellness Program Coordination and Communication

  • Assist the Employee Benefits Director and vendor partners with developing, coordinating, and managing healthcare and wellness programming; strategically expand the program based on participant needs.
  • Assist with marketing, communication, and online promotion of the City’s benefit programs – especially healthcare and wellness – including strategies to enhance participant knowledge and understanding of program and plan options, policy features, enrollment, and other requirements.
  • Assist with the request for proposal (RFP) process for numerous benefit programs, including drafting and evaluating proposals, selecting vendors, implementing programs, and managing 15+ contracts.
  • Gather, track, and analyze data and information for benefit programs to measure the success of program initiatives and return on investment (ROI) as well as inform program and policy decisions.
  • Prepare reports, written communications, and other documents for numerous benefit programs.
  • Serve as primary responder for wellness program inquiries, questions, and issues.
  • Assist with drafting and developing policy and internal rules pertaining to benefit programs.
  • Assist with the annual benefit plan design review and updates of legal notices.
  • Work closely with the City’s Wellness Champions and Wellness Program provider to facilitate participant knowledge and understanding of the City’s comprehensive wellness program as well as increase engagement and participation.
  • Stay current on federal and state regulations and legislation pertaining to governmental agencies that affects employee benefits.

Divisional Support

  • Serve as backup for critical benefit staff functions, including providing support during the City’s open enrollment period, providing benefit 101 presentations, and answering the benefits line.
  • Assist with other special projects and provide ongoing support for employee benefit programs.

Partnerships and Opportunities

  • Collaborate with other City agencies and health and wellness partners to continue to elevate the City’s comprehensive and competitive benefits.
  • Identify opportunities for growth; develop, manage, and measure success related to initiatives.
  • Compare existing City benefits with those of comparable employers and local municipalities.
  • Identify and work with community partners to supplement the City’s wellness program offerings.

Conditions of Employment

  • The Benefits and Wellness Supervisor must be willing and able to work occasional evening and weekend hours to meet departmental needs.

Minimum Requirements

  1. Bachelor’s degree in human resources management, public administration, or a closely related field from an accredited college or university.
  2. Three years of progressively responsible experience in benefit program administration and plan design, including comprehensive wellness program development.

Equivalent combination of education and experience may be considered.

Desirable Qualifications

  • Previous experience with a large employer or in the public sector.
  • International Foundation of Employee Benefit Plans Certified Employee Benefits Specialist (CEBS) designation.
  • WELCOA Certified or similar certification.
  • Experience in customer-facing enterprise communications and/or conflict resolution.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of various employee benefit programs, plan design variations, and administration.
  • Knowledge of survey methodology and questionnaire development as well as strategies to encourage and ensure high response rates.
  • Knowledge of statistical analysis methods to interpret and measure data trends from utilization reports, surveys, and report findings.
  • Ability to track, measure, and evaluate various benefit and wellness program components.
  • Proficiency using intermediate to advanced features of Microsoft Word, Excel, and PowerPoint, Adobe Acrobat and/or InDesign, and other creative applications to develop program materials, marketing pieces, presentations, and reports.
  • Enterprise communications knowledge and skills to share information and engage with internal and external audiences; ability to implement benefit and wellness communication and marketing campaigns incorporating social media strategies and interactive learning components such as Brainshark and video clips.
  • Knowledge of and experience using human resources and benefits administration systems.
  • Knowledge of Affordable Care Act (ACA) reporting requirements for healthcare.
  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) compliance and ability to ensure that appropriate policies, procedures, and training programs are in place.
  • Knowledge of webinar creation, scheduling, promotion, and hosting.
  • Ability to read and interpret job-related materials such as reports, policies, and procedures.
  • Ability to assist with policy and benefit plan formulation and implementation.
  • Knowledge of mathematics to assist with financial and budget projections.

Supervisory

  • Knowledge of supervisory principles and best practices.
  • Ability to effectively lead a team of professional benefits staff.
  • Ability to assign duties, set clear performance standards, provide coaching and training, monitor work in progress, evaluate performance, and make hiring recommendations.

  • Ability to work effectively with team members, representatives of City of Milwaukee departments, vendor partners, and City officials.

Current Salary

The current salary range (Pay Range 1HX) is $82,677-$105,223 annually, and the resident incentive salary range for City of Milwaukee residents is $85,158-$108,380 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
