Purpose

The Data and Evaluation Specialist coordinates the Office of Equity and Inclusion’s (OEI’s) citywide data aggregation and research efforts related to all 44 divisions and ancillary departments and their community footprints.

Essential Functions

DATA COLLECTION AND ANALYSIS

  • Plan and conduct geographic-based studies and case analyses to implement pertinent and practical solutions to racial and gender disparities in City service.
  • Collaborate in the survey or investigation design process, including conducting literature reviews, determining methodological techniques and processes, and designing questionnaires and other data collection instruments.
  • Follow ethics and confidentiality guidelines and principles when collecting, using, analyzing, and disseminating data, conducting research, and carrying out quality improvement.
  • Generate descriptive analyses of primary and secondary data for various audiences.
  • Assess the need for special analyses, including cluster investigations, survival or longitudinal analyses, or cost-effectiveness/cost benefit/cost utility analyses.
  • Provide technical assistance and training on data management and statistical analysis to departmental staff. Serve as a resource on internal and external committees.
  • Support the development of the OEI’s Staff and Community Assessment and other related departmental strategic plans.

REPORTING RESEARCH FINDINGS

  • Make recommendations regarding the validity of primary and secondary data and effective, evidence-based interventions.
  • Prepare written and verbal reports and presentations that communicate information to various audiences, including policymakers and the public.
  • Use principles of risk communication to efficiently and effectively disseminate findings.
  • Create data visualizations to help stakeholders understand and interpret data.
  • Prepare needs statements for funding proposals.

DATA SYSTEM MANAGEMENT

  • Design data management systems that include groups subject to socioeconomic disparities or other potentially underrepresented groups (using standard categories where available).
  • Exercise discretion in the management of sensitive databases, including overseeing the collection, cleansing, storing, and maintenance of data from multiple sources across different platforms.

Minimum Requirements

  1. Bachelor’s degree in data analytics, urban planning, public administration, or a closely-related field from an accredited college or university.
  2. Two years of experience performing duties related to this position, including collecting, analyzing, and managing data and reporting findings.
  3. Ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, ridesharing, or driving.

Equivalent combinations of education and experience may also be considered.

TECHNICAL

  • Knowledge of and ability to contextualize of Title VII of the Civil Rights Act of 1964.
  • Knowledge of statistical concepts, research methods, and their applications to equity and inclusion surveillance and research.
  • Ability to read, analyze, and interpret work-related documents, policies, and procedures.
  • Knowledge of the socioeconomic status affecting underrepresented groups, and understanding of related socioeconomic and demographic measures.
  • Knowledge of programming logic and scripting.
  • Knowledge of Personally Identifiable Information (PII), Human Subjects Protections, and issues of confidentiality.
  • Skill in using Microsoft Office software, especially Excel and PowerPoint.
  • Skill in using Internet publishing and graphics presentation software.
  • Skill in using statistical software, especially IBM® SPSS Statistics (Statistical Package for the Social Sciences) or SAS® (Statistical Analysis Software).
  • Skill in using geographic information systems (GIS).
  • Skill in creating graphical presentations of data including charts, tables, and maps.
  • Ability to manage and query complex databases.
  • Ability to use population data for public planning and evaluation.
  • Ability to conduct research projects and data collection efforts.

  • Verbal communication skills to convey technical information clearly to various audiences.
  • Written communication skills to craft clear, error-free business correspondence and reports.

Current Salary

The current salary range (Pay Range 2EN) is $56,291-$67,309 annually, and the resident incentive salary range for City of Milwaukee residents is $57,979-$69,328. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
