Purpose

The Associate Director manages the day-to-day operations and administrative activities of the Community Development Grants Administration (CDGA), including developing and managing the operating budget, preparing financial reports, and complying the federal, state and city reporting requirements.

The Associate Director will serve on behalf of the Director of Community Development Grants Administration in their absence.

Essential Functions

Management

  • Provide operational direction to the CDGA division’s operating units.
  • Provide direction and coordination of activities of programmatic, fiscal and compliance staff.
  • Support the Division’s human resources functions, including interviews, new hires, probationary report completion and coordination of disciplinary action.
  • Coordinate several grant programs; oversee over 80 Community Based Organizations and manage more than $60 million dollars across various sources annually. 
  • Improve and adjust processes and procedures to ensure maximum efficiency and accountability for the Division.
  • Supervise staff, including hiring, coaching, counseling, and mentoring.

Fiscal and Budgetary

  • Oversee fiscal monitoring and reporting functions
  • Develop and manage the annual divisional operating budget, including coordination of multiple grant and tax levy funding sources.
  • Maintain records of finances for audits and reconciliation of fund balances.
  • Prepare various programmatic and financial reports with detailed analysis of grant programs and community effectiveness.

Conditions of Employment

  • The Associate Director must be willing and able to work extended hours to meet the business needs of the DOA.

Minimum Requirements

  1. Bachelor’s degree in Business Administration, Public Administration, Accounting or a closely related field from an accredited college or university.
  2. Five years of progressively responsible business/operational management experience related to the essential functions of this position, including two years of grant administration experience.
  3. Ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, ridesharing, or driving.

Equivalent combinations of education and experience may be considered.

  • Computer skills to efficiently and effectively create documents, maintain databases, produce spreadsheets, and prepare reports using Microsoft Office, particularly Excel.
  • Ability to quickly learn and efficiently utilize the Human Resources Management System (HRMS) and Financial Management Information System (FMIS) proprietary systems.
  • Knowledge of the principals and best practices of human resources management, including hiring, coaching, counseling and disciplinary action.
  • Ability to identify and develop process improvements.

  • Ability to assign and direct work, assess performance, make hiring recommendations, and take corrective action.

Current Salary

The current salary range (Pay Range 1NX) is $110,197-$154,280 annually, and the resident incentive salary range for City of Milwaukee residents is $113,503- $158,909 annually. Appointment will be made in accordance with the City of Milwaukee salary ordinance.
