Purpose

The Milwaukee Public Library currently has a vacancy for a Library Services Manager-Education and Outreach Services (EOS). This eligible list may be used to fill similar vacancies.

The Library Services Manager/Library Services Assistant Manager develops and implements high-quality educational and outreach initiatives, guided by the library’s mission, vision, and strategic plan.

The names of candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.

Essential Functions

Leadership and Administration:

  • Direct the organization and operation of the EOS Department, including setting priorities, strategies, objectives, and outcomes for achieving goals of the Milwaukee Public Library (MPL).
  • Coach and guide the EOS unit to develop a strong sense of team, departmental identity, and positive morale.
  • Support individual team members toward attainment of their professional goals.
  • Work with the team to develop programs and services that meet identified community needs and align with systemwide priorities and goals.
  • Gather information on the best policies and practices in similar areas from other libraries, prepare and present narrative and statistical studies, studies of use, reports and plans.
  • Assume responsibilities of the Library Public Service Area Manager (PSAM) in their absence.
  • Participate in staff recruitment and selection activities, such as interviewing and onboarding.
  • Develop written performance standards and evaluate staff performance; coach and counsel staff relative to the provision of high-quality service, professional development and library best practices.
  • Manage performance and issue commendation notices. Recommend disciplinary action and maintain related records.
  • Plan and conduct in-service sessions and staff meetings.
  • Approve time entry; organize staff records and reports of attendance and activity.
  • Serve as Person in Charge of the Central Library as scheduled, including exercising overall supervision of public services staff and areas.

Operational and Service Delivery Oversight:

  • Ensure efficient and effective operations and the provision of high-quality customer service.
  • Aide in the selection and maintenance of a balanced collection that meets community and departmental needs.
  • Direct staff in fielding requests for outreach services.
  • Manage the mobile library services to nursing homes, low-income resident buildings, childcare centers, schools and other target populations.
  • Manage the planning and implementation of systemwide literacy and educational programs, focusing on early childhood, school age, and teen audiences and their parents, teachers, and caregivers.
  • Prepare budget requests and oversee expenditures.
  • Carry out departmental priorities and goals as set forth in the library’s strategic plan.
  • Serve as the project manager for activities such as summer learning outreach; support staff members in their individual project management efforts related to specific EOS programs, services, and initiatives.

Partnerships:

  • Establish and maintain partnerships with community organizations in support of program implementation and to assist with the advancement of MPL goals.
  • Support EOS staff in establishing and maintaining relationships with childcare centers, schools, youth-serving organizations, senior housing and nursing homes, and other community-based agencies.
  • Represent the library on committees, workgroups, and advisory boards throughout the community.

Conditions of Employment

The Library Services Manager- Education and Outreach Services (EOS)/ Library Services Assistant Manager must be willing and able to do the following:

  • Work beyond standard business hours on occasion.
  • Work rotating shifts during MPL operating hours, including evening and weekends.
  • Stand, walk, climb stepstools, crouch, and reach.
  • Lift and move items weighing up to 10 pounds occasionally and/or negligible amount of force constantly to move objects.

Minimum Requirements

Library Services Manager

  1. Master's degree in library science or library information science from an American Library Association (ALA)-accredited library school.
  2. Five years of progressively responsible professional librarian experience, including performing complex bibliographic, reference, and readers' advisory work. 
  3. One year of lead or supervisory experience related to the essential functions above (may be concurrent with #2 above).

Library Services Assistant Manager

  1. Master's degree in library science or library information science from an American Library Association (ALA)-accredited library school.
  2. Four years of progressively responsible professional librarian experience, including performing complex bibliographic, reference, and readers' advisory work.

Technical

  • Knowledge of modern library organization, procedures, policies, mission, goals, services, and trends, particularly as they relate to public library systems.
  • Knowledge of technical reference procedures and interlibrary cooperation.
  • Ability to learn the workings of the MPL system, including its policies, functions, relationships, and resources.
  • Ability to read and interpret a wide variety of job-related documents; broad knowledge of subject disciplines and wide-ranging reading interests.
  • Knowledge of computers, online catalogs, databases, networks, and their applications for library use; proficiency using word processing, spreadsheet, and database software.
  • Ability to learn City policies and procedures related to budgeting, purchasing, and vendor management.
  • Knowledge of safe work procedures and accident prevention practices.
  • Strong collaboration and community outreach skills to build relationships with community partners and organizations.
  • Broad knowledge of library services across the learning spectrum from early childhood to senior.
  • Understanding of the best practices and methodology for out of school learning at the library.

Leadership and Supervisory

  • Knowledge of leadership principles and best practices for selecting, supervising, and motivating employees.
  • Skill in coaching, counseling and training staff to build successful teams.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves.
  • Ability represent the library consistent with MPL's vision, mission, and strategic plan.

Communication and Interpersonal

  • Skill in tactfully and respectfully addressing sensitive situations with patrons who may be experiencing difficult personal issues.
  • Knowledge of customer service best practices and the ability to incorporate them into operations.
  • Ability to work effectively with diverse library users of various age levels to interpret their reading and informational needs.
  • Ability work effectively with multilevel, multicultural managers and staff systemwide, elected officials, board members, other City employees, vendors, other agencies, and the public.
  • Verbal communication skills to share information in a clear and concise manner.
  • Presentation skills to address various audiences, both formal and informal.
  • Written communications skills to write clear reports, correspondence, policies, procedures, and articles.

Current Salary

Library Services Manager

The current salary range (Pay Range 1HX) is $87,973-$105,223 annually, and the resident incentive salary range for City of Milwaukee residents is $90,612-$108,380 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Library Services Assistant Manager

The current salary range (Pay Range 1FX) is $79,976-$92,612 annually, and the resident incentive salary range for City of Milwaukee residents is $82,375-$95,390 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
