Public Health Nurses engage in a variety of population-based and individual nursing activities in homes, schools, clinics and community settings designed to assure that health care is accessible and available to residents. The nursing assignments for this recruitment will be in the Sexual and Reproductive Health (SRH) program.

The names of eligible candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.

Essential Functions

Sexual and Reproductive Health Program

  • Perform screening, assessment, and counseling services for sexually transmitted infections (STI) and human immunodeficiency virus (HIV); treat clients seeking services using established medical protocols.
  • Participate in the prevention of STI, HIV, and other communicable disease through one on one counseling, group education, and community outreach.
  • Collaborate with local, state, and federal partners to perform epidemiological investigations and follow up of suspected or confirmed STI and HIV cases.

Nursing Documentation

  • Maintain complete, clear, and accurate documentation, including case notes and treatment and care plans.

Conditions of Employment

Public Health Nurses 1, 2, and 3 must be willing and able to do the following:

  • Participate in a work schedule that includes occasional weekend and evening hours. The current hours of work are as follows: Monday through Friday from 8:00 a.m.-4:45 p.m. On rotating Mondays and Thursdays, the schedule is 10:45 a.m.-7:30 p.m.
  • Must wear industry related personal protective equipment (PPE) such as gloves, facemask or face shield.
  • May travel outside the City of Milwaukee, occasionally overnight, to attend training and conferences.
  • May be required to carry a mobile device during business hours.
  • Must be able to lift and move up to 25 lbs.
  • May be exposed to infectious agents or toxins.
  • May be required to respond to an emergency and/or broad impact event.

The required pre-employment tests include:

  • Physical/lift test
  • Audiogram
  • Vision
  • Medical evaluation for respirator
  • Respirator fit test
  • Non-DOT drug test
The required pre-employment vaccines include:

  • TB Test; at time of appointment and annually throughout employment
  • Hepatitis B Vaccine
  • COVID-19 Vaccine Confirmation
  • MMR Vaccine
  • Varicella Vaccine

Minimum Requirements

Public Health Nurse 1, 2, and 3

  1. Bachelor of Science Degree in Nursing (BSN) from an accredited nursing program. (NOTE: For the Public Health Nurse 1 level only, students in their final semester in school may participate in the selection process, but may not be hired until the degree has been completed.)
  2. Current permit or license to practice professional nursing in Wisconsin OR eligibility to receive such permit or license. License must be obtained by the time of appointment and maintained throughout employment.
  3. Valid driver's license and possession of a properly insured vehicle for use on the job is required at time of appointment and throughout employment. Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Public Health Nurse 2 – Additional Minimum Requirements

  • One year of professional nursing experience related to sexual and reproductive health care, including STI and HIV screening, assessment, counseling, and treatment.

Public Health Nurse 3 – Additional Minimum Requirements

  • Two years of professional nursing experience related to sexual and reproductive health care, including STI and HIV screening, assessment, counseling, and treatment.

Desirable Qualifications

  • Ability to provide interpretation for clients who speak Spanish, Hmong, or another language.

Technical

  • Knowledge of nursing practice and patient health assessment related to community and public health care.
  • Knowledge of the information and techniques needed to diagnose and treat injuries and diseases.
  • Ability to efficiently use database, spreadsheet, word processing, presentation, and case management information systems.
  • Knowledge of mathematics to accurately calculate dosages and take various measurements.
  • Ability to read and interpret documents such as safety rules and technical materials.

Communication and Interpersonal

  • Ability to work cooperatively, effectively, and fairly with coworkers and residents whose background may differ from one’s own.
  • Ability to build and maintain effective working relationships with a multi-cultural and multi-disciplinary staff, the public, various City of Milwaukee officials, and other agencies.

  • Ability to speak effectively to individuals and to groups and teach and train others.
  • Written communication skills to accurately document patient information such as case notes, treatment and care plans, and produce written reports and job-related correspondence.

Current Salary

Public Health Nurse 1

The current salary range (Pay Range 2GN) is $68,146-$76,474 annually, and the resident incentive salary range for City of Milwaukee residents is $70,191-$78,768 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Public Health Nurse 2

The current salary range (Pay Range 2HN) is $72,917-$81,507 annually, and the resident incentive salary range for City of Milwaukee residents is $75,104-$83,952 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Public Health Nurse 3

The current salary range (Pay Range 2IN) is $78,021-$86,854 annually, and the resident incentive salary range for City of Milwaukee residents is $80,361-$89,460 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
