Purpose

The Library Education Outreach Coordinator plans and implements large-scale library initiatives that target youth and their parents or guardians, educators, and caregivers.

The Milwaukee Public Library’s current educational initiatives include Ready to Read, Summer Reading Outreach, LibraryNow, LibraryCorps, Teen Internships, and MPL Makerspaces.

Essential Functions

Program Development and Oversight

  • Develop and implement educational initiatives grounded in an understanding of child development, current community needs, and the library’s strategic plan.
  • Build educational initiatives that connect youth and their caregivers, teachers and parents/ guardians with library resources.
  • Provide ongoing support to patrons for using library resources effectively to foster academic success and develop a foundation for lifelong learning.
  • Develop and oversee instructional design, curriculum, and audience development; create learning aides.
  • Select and manage materials, equipment, and technology to support educational initiatives.
  • Supervise Makerspace maintenance, programming, technology, and equipment. Oversee related project budgets.
  • Evaluate educational initiatives and maintain related data and statistics.
  • Create and evaluate grant-funded projects, including internal program grants and Friends of the Library materials grants.
  • Prepare budgets and narratives for grant proposals; provide statistical information and reports, conduct presentations and tours for prospective funders, and meet with financial stakeholders.

 Leadership

  • Supervise MPL employees, contract workers, and volunteers assigned to the various educational initiative services and programming.
  • Coordinate, prioritize, supervise and review the work of project staff to ensure efficient and effective operations and the provision of high-quality service.
  • Train and coach staff to provide a high level of customer service to patrons.
  • Conduct staff and consultant recruitment, selection, training, recognition, performance evaluations and staff development plans.

Partnerships

  • Establish and maintain partnerships with community organizations that support programmatic implementation and assist with the advancement of system goals.
  • Serve as a library liaison to schools and organizations that serve youth, community leaders, and funders.
  • Coordinate memoranda of understanding with partner sites; implement educational initiatives at those sites.
  • Review and coordinate field requests for outreach services, such as the delivery of books and materials to partner organizations.
  • Create and give presentations to various community organizations.
  • Represent the library on various committees, workgroups, and advisory boards throughout the Milwaukee community.
  • Serve as a mentor and role model for young people in the community.

System Support

  • Provide system-wide support and expertise to youth and young adult serving staff, consulting on educational techniques and best practices.
  • Keep abreast of educational literature.
  • Provide training to library staff related to literacy and youth development.
  • Coordinate and work with MPL staff who are collaborating on system-wide educational initiatives.
  • Serve on library planning committees related to youth and young adult services.
  • Contribute to the growth and development of the library and of the profession by participating in professional associations and by presenting and participating in industry-related conferences and events.

Conditions of Employment

  • Standard work hours are 8:00 a.m.-5:00 p.m. Monday through Friday; occasional weekend and evening hours may be required.
  • Must be able to physically lift and move up to 10 pounds unassisted, on occasion.

Minimum Requirements

  1. Bachelor’s degree in Education, Library Science or Community Engagement or a related field from an accredited college or university.
  2. Two years of experience in youth programming or youth project management.
  3. Valid driver’s license and access to a property-insured vehicle for use during work hours at the time of appointment and throughout employment. (mileage reimbursement provided pursuant to Section 350-183 of the Milwaukee Code).

 Equivalent combinations of education and experience may be considered.  However, there is no substitute for one year of experience working in youth programming or youth project management.

Desirable Qualifications

  • Master's degree in Education, Library Science, Community Engagement and Education, Business or Project Management from an accredited college or university.
  • Experience in a K-12 school setting.
  • Proficiency in content creation resources for videos, design, photography, blogs, and gaming.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of and ability to read and interpret library circulation procedures, rules, and regulations.
  • Knowledge of business best practices such as budget, inventory, and supply management.
  • Broad knowledge of services to youth.
  • Knowledge of human developmental stages, including early childhood (birth - 8 years), school age (5-12 years), and teen (12-19 years).
  • Knowledge of best practices and methodologies for out-of-school programming.
  • Knowledge in the foundations of adult learning.
  • Ability to efficiently and accurately utilize standard computer applications, including database, spreadsheet and word processing.
  • Ability to learn and use technology common to educational settings.
  • Ability to design, implement, and evaluate new programs to adapt to community needs.
  • Project management skills
  • Ability to maintain accurate and detailed records.

Coordination of Staff and Resources

  • Ability to oversee grant compliance and bring various parties together to achieve common goals.
  • Ability to create and develop a diverse work team in which all members can reach their potential.
  • Ability to direct the day-to-day operations of the work unit, including assigning work, evaluating performance, selecting staff, and developing employees.
  • Skill in coaching, counseling, and mentoring.
  • Ability to assign and direct work, assess performance, make hiring recommendations, and take corrective action.

Interpersonal and Communication

  • Ability to work cooperatively, effectively, and fairly with all stakeholders, including people whose backgrounds may differ from one’s own.
  • Verbal communications skills to effectively share information.
  • Customer service skills to assist patrons with inquiries or problems.
  • Written communication skills to write clear and error-free correspondence, reports, and procedures.

Current Salary

The current salary range (Pay Range 2FN) is $66,856-$71,754 annually, and the current resident incentive salary range for City of Milwaukee residents is $68,862-$73,907. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
