Purpose

The Management Accountant-Senior oversees the processing of the Department of Public Works’ (DPW) 1800 employee payroll and accurately reports human resources actions for Department of Public Works’ (DPW) employees.

Essential Functions

Payroll

  • Review DPW payroll personnel and timekeeping transactions for accuracy.
  • Audit employee leave accruals, service dates, title seniority dates and salary anniversary dates.
  • Monitor special pay practices, including attainment of salary increment requirements.
  • Review and approve all payroll adjustments, including Sick Leave Control Incentive Program (SLCIP) submittals.
  • Research payroll related inquires.

Lead

  • Compile and maintain detailed payroll procedures for staff.
  • Train payroll assistants in all aspects of their job duties.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Bachelor’s Degree in human resources, accounting, finance, or a closely related field.
  3. Two years of experience in payroll administration, accounting, and/ or finance related to this position.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Experience working with the City’s Human Resources System (HRMS) – currently Oracle’s Peoplesoft and CityTime (City’s payroll system).

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Knowledge of mathematics and accounting related to complex payroll functions; ability to make accurate calculations.
  • Ability to read, interpret, and clearly explain benefits, payroll deductions, leave policies, procedures, and forms.
  • Ability to learn and use the City’s HRMS, CityTime and other reporting software.
  • Ability to guide users in the use of CityTime and PeopleSoft HRMS.
  • Ability to learn and apply payroll and federal compliance requirements.
  • Skill in conducting research, analyzing complex issues, and formulating recommendations.  
  • Ability to proficiently use spreadsheets, databases, word processing software, and statistical programs.
  • Commitment to keeping up-to-date with best practices in accounting.

INTERPERSONAL AND COMMUNICATION

  • Ability to work well independently and function as part of a team.
  • Ability to lead and work cooperatively with team members, grant partners and participants, departmental representatives, and City officials.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one's own.  
  • Written communication skills to produce clear and error free written communications.
  • Verbal communication skills to effectively convey information to staff and other managers.

Current Salary

The current salary range (Pay Range 2JX) is $72,768-$92,612 annually, and the current resident incentive salary range for City of Milwaukee residents is $74,951-$95,390 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Public Works reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

INITIAL FILING DATE – The selection process will be held as soon as practical after the deadline listed above. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
