Purpose

The Election Training Manager oversees the daily activities required to ensure that temporary election workers are properly trained on election administration duties.

Essential Functions

Develop State Required Training Curriculum 

  • Create and update the training curriculum, materials, and resources for in-person, online live and pre-recorded training sessions, ensuring compliance with state laws.  Ensure all election workers are ready for the election season.
  • Create and update training for election day, pre/post-election work, central count, voter registration, special voting deputies, WisVote, customer service support and early voting.
  • Maintain a working knowledge of all aspects of election administration; engage the Wisconsin Elections Commission to ensure that the Milwaukee Election Commission is in compliance with election-related statutes, state guidelines and training standards.
  • Develop assessment surveys and/or opportunities for feedback to review training curriculum and make enhancements.
  • Track any changes, updates, and guidance from the Wisconsin Elections Commission; disseminate those details to full-time staff.

Administrative

  • Coordinate with the Operations Manager to administer post-election recombobulation duties.
  • Track the access and use of the state’s voter system, WisVote, for all election staff.
  • Manage scheduling, space reservations, technical support and other logistics for training sessions.
  • Hire, train and manage instructors who lead training sessions.
  • Lead the team of election worker coordinators and collaborate with the Operations Manager to execute and track Election Day poll worker recruitment for each election.
  • Lead all efforts related to records management, as the department’s record custodian.

Conditions of Employment

  • The Training Manager must have reliable transportation and willing to work evenings and weekends during the election season.
  • During General Elections, all staff work in excess of 60 hours a week at times. The Department also has staff vacation blackout periods prior to every election to support final preparations.
  • Must perform light physical work, including moving equipment weighing up to 10 pounds.

Minimum Requirements

  1. Bachelor’s degree in education, human resources, public administration, political science, or a closely related field from an accredited college or university.
  2. Three years of professional experience developing training plans and educational materials and/or conducting classroom or professional training.
  3. Valid driver’s license at the time of appointment and throughout employment and the availability of a properly registered and insured vehicle for use on the job.

  • Ability to learn and apply the principles and requirements regarding elections and the electoral process.
  • Ability to learn governmental operations and procedures related to the department and elections.
  • Knowledge of instructional design principles, adult learning theories, and training assessment methods.
  • Knowledge of techniques to designing effective training plans, manuals and aids.
  • Knowledge of the principles and practices of online training and education.
  • Ability to effectively utilize Microsoft Word, Excel, and Outlook.
  • Ability to learn how to utilize an internal database system to enter voter registration information.
  • Ability to complete mathematical calculations including rate, ratio and percent to accurately report technical information.
  • Ability to read, analyze, interpret, and prepare technical and non-technical work-related materials, such as reports, presentations, informational guides, and other related documents.

  • Ability to assign duties to full-time and temporary office workers.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves.

  • Ability to present to and educate diverse resident groups about the absentee voter process.
  • Ability to tactfully and effectively handle inquiries from elected officials, other city departments, and the public.
  • Ability to work cooperatively with people whose backgrounds may differ from one’s own.
  • Ability to make presentations to various groups and to effectively communicate technical information.

Current Salary

The current salary range (Pay Range 1FX) is $74,375 – $92,612 annually, and the resident incentive salary range for City of Milwaukee residents is $76,607 - $95,390 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
