Purpose

The Senior Financial Analyst in the Comptroller’s Office analyzes complex financial data and makes recommendations to aid in fiscal decision-making and policy development.

Essential Functions

Fiscal Analysis, Research, and Oversight:

  • Assist in the structuring, issuing, monitoring, and budgeting of bonds and debt service.
  • Complete, monitor, and file disclosure documents related to the City’s bond issuance, updating the City’s bond management software and presenting files to committees in the absence of the Capital Finance Manager.
  • Conduct financial analysis and research related to tax incremental financing, including feasibility analysis of project plans and amendments, Tax Incremental District (TID) debt monitoring, and document review. Provide council members with information needed to make informed decisions.
  • Perform research and develop and monitor public debt contracts, requests for proposals (RFPs), and bids.
  • Provide analytical assistance regarding proposed legislation and evaluate financial issues.

Reporting and Recommendations:

  • Gather, extract, and analyze information from various sources to provide detailed fiscal analyses and reports, make recommendations, and present findings to Common Council Committees and other City leaders.
  • Prepare quarterly revenue and expenditure reports and annual reports on debt and the public debt amortization fund.
  • Develop analytical and statistical methodologies, reports, and recommendations.
  • Provide logistical and legislative support for Public Debt Commission meetings.

Minimum Requirements

  1. Bachelor’s degree in business administration, economics, finance, accounting, or a closely related field from an accredited college or university.
  2. Three years of progressively responsible experience involving substantial analysis, interpretation, and reporting of financial data closely related to the essential functions listed above, including one year of experience with municipal bonds, capital markets, commercial loans, or similar financial instruments.  

 Equivalent combinations of education, training and experience may also be considered.

Technical:  

  • Knowledge of the principles and practices of financial analysis. 
  • Knowledge of the principles and practices of statistical analysis. 
  • Knowledge of the principles and practices of governmental accounting.
  • Ability to quickly attain knowledge of the City’s process and procedures related to budget preparation and administration.
  • Knowledge of revenue/expense forecasting principles and techniques. 
  • Knowledge of financial research and data collection, including accounting and financial record keeping.
  • Ability to analyze and make recommendations concerning the financial impact of bond programs and operations. 
  • Ability to conduct in-depth research, develop analytic and statistical methodologies, and prepare statistical reports and recommendations. 
  • Knowledge of mathematics and the ability to make accurate calculations relative to various functions, including budgets, tax incremental districts, and financial reports.
  • Proficiency using standard computer software and programs such as word processing, spreadsheet, and financial software systems and databases.
  • Ability to use, manage, and query data within software programs such as Microsoft Excel, Access, and the internet. 
  • Ability to read and understand documents such as budgets, policies, and other technical publications.

Communication and Interpersonal:  

  • Customer service skills, including the ability to provide excellent service to coworkers, employees, officials, and the public.
  • Effective verbal communication skills to convey information clearly, including presenting financial data to policy makers. 
  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to produce financial materials that can be understood by individuals at all levels of the organization.
  • Ability to use active listening skills when interacting with others, including asking probing questions to gather relevant information about an issue.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from ones’ own.

Current Salary

The current salary range (2KX) is $77,551-$98,704 annually, and the resident incentive salary range for City of Milwaukee residents is $79,877-$101,665 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions, a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
