Purpose
Under the direction of the Staffing Services Manager, the HR
Representative performs functions related to recruitment and selection of
police and fire personnel.
Essential Functions
Job Analysis, Posting and Candidate Assessment
- Determine appropriate job analysis methods and conduct job analyses to determine critical tasks and the knowledge, skills, abilities, and other characteristics necessary for successful job performance.
- Draft job announcement bulletins, based upon job analysis.
- Determine the eligibility of applicants, based upon the minimum job requirements.
Test Development and Test Administration Oversight
- Based upon job analysis and consistent with professional standards and legal guidelines, plan and develop valid and reliable selection components.
- Identify and secure subject matter experts to serve as raters.
- Consult with operating departments and subject matter experts to review the job-relatedness of test and assessment content.
- Determine the timeline for each selection process component and schedule test administration.
- Administer performance examinations and other assessment exercises.
- Review selection process results and test statistics for accuracy and validity.
- Review adverse impact reports; recommend passing and call-in points.
- Serve as the liaison between departmental personnel and outside contractors employed by the Commission.
Candidate Communication, Continuous Improvement and Appeal
Response
- Maintain effective and timely communication with candidates and the hiring authority throughout the selection process.
- Participate in on-going human resources planning and staffing related issues with public safety departments and employees.
- Appear before and present issues and work products to the Fire and Police Commission.
- Make recommendations for modifying and improving examination and selection processes based upon job analysis results, interviews with subject matter experts, historical data, and independent research.
- Maintain the confidentiality of examination and candidate information.
- Develop new and/or improved human resources products and processes and conduct research related to the development of improved services and delivery.
- Investigate and respond to Uniformed Services Employment and Reemployment Rights Act (USERRA), Equal Employment Opportunity Commission (EEOC), and Equal Rights Division (ERD) selection process related discrimination complaints and testify at hearings into these matters.

Conditions of Employment
- Early morning, evening and weekend work may be required to meet the needs of the department. Occasionally hours exceeding an 8-hour work day may be required
- Occasionally conduct work at alternate locations throughout the City of Milwaukee such as Safety Training Academy, police districts, fire stations, and schools.
- Position requires occasional lifting and moving of objects weighing up to 10 pounds.
Minimum Requirements
- Bachelor’s degree in human resources management, industrial relations, education, psychology, business administration, public administration or a related field from an accredited college or university.
- Three years of professional-level experience developing and executing selection processes in a large, complex organization, including performing job analysis, drafting job postings and developing and executing multi-step, job-related hiring processes.
- Valid Driver’s License at the time of appointment and throughout employment.
Equivalent combinations of education and experience may also be considered.

Desirable Qualifications
- Master’s degree in industrial relations, organizational or educational psychology, business administration, public administration, human resources management, or a closely related field from an accredited college or university.
- Public sector selection and hiring experience.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- General knowledge of the principles and practices of human resources administration.
- Ability to learn and apply job analysis methods and to perform related research.
- Ability to perform accurate data entry and mathematical calculations relating to pay and budget.
- Ability to read, understand, interpret and apply job-related materials such as laws, civil service rules, and policies.
- Ability to develop and execute recruitment plans and strategies.
- Knowledge of mathematics and the ability to understand, interpret, and calculate complex formulas.
- Ability to understand, analyze and interpret data derived from employment tests.
- Ability to develop valid and reliable selection processes.
- Ability to learn and apply measurement theory and practice.
- Knowledge of all grammatical and punctuation conventions.
- Ability to learn and effectively utilize the applicant tracking and employee data systems, such as JobAps and PeopleSoft Human Capital Management (HCM) to produce reports and to retrieve data.
- Proficiency using standard computer programs such as Microsoft Word, Excel, and PowerPoint.
Communication/Interpersonal
- Verbal communication skills to appear before committees to present reports; ability to be persuasive.
- Written communication skills to write reports, candidate communications, testing instructions, and other documents that are thorough, clear, well-crafted, and error-free.
- Ability to express oneself clearly in conversations and interactions with others, and remain impartial.
- Ability to demonstrate concern for satisfying external and/or internal customers.
- Ability to exercise tact and diplomacy, and maintain confidentiality.

Current Salary
The current salary range (2KX) is $77,551-$98,704 annually, and the resident incentive salary range for City of Milwaukee residents is $79,877-$101,665 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
