Purpose

The Family Violence Prevention Manager oversees and implements strategies and initiatives to prevent family and gender-based violence, to support survivors and to promote safe and healthy families within the City of Milwaukee. 

Essential Functions

STRATEGIC PLANNING/PROGRAMMATIC OVERSIGHT

  • Facilitate the development of a long-term, data-informed plan for family and gender-based violence prevention. Set expectations and establish accountability for implementation; revise based on results. Monitor progress and make adjustments to optimize impact.
  • Develop, implement, and evaluate family and gender-based violence prevention programs, ensuring alignment with best practices, community needs and regulatory requirements.
  • Manage programmatic budgets, identify and secure funding through grants and other sources, ensure resources are allocated equitably and efficiently and manage grant implementation and budgeting.
  • Assist in developing and implementing a strategic plan for the Office of Community Wellness and Safety.
  • Manage the Commission on Domestic Violence and Sexual Assault and implementation of its strategic plan. Develop the process and action agenda and identify outcomes.

STAFF MANAGEMENT AND DEVELOPMENT

  • Recruit, train and guide a team that fosters a supportive and trauma-informed workplace environment.
  • Provide ongoing training, direction, coaching, counseling and performance evaluation, promoting professional development and adherence to ethical standards.
  • Lead regular team meetings to ensure consistent service delivery and identify improvement areas.
  • Direct activities by delegating assignments, providing guidance and evaluating performance. Adjust staff assignments based on measured programmatic outcomes.
  • Foster a work environment that is adaptive, diverse and inclusive.

COMMUNITY SUPPORT

  • Provide support to ensure that survivors and at-risk families receive access to appropriate care, counseling and resources.
  • Develop and maintain a referral network to ensure clients can access comprehensive support services, including mental health counseling, legal assistance, housing and other essential resources.
  • Ensure clients' safety and confidentiality by implementing and adhering to best practices in data protection and service provision.

DATA COLLECTION AND REPORTING

  • Collect and analyze programmatic data to evaluate service effectiveness, track outcomes and inform continuous improvement efforts.
  • Prepare and submit reports to stakeholders, ensuring transparency and accountability.
  • Adhere to all reporting and confidentiality requirements.
  • Establish key metrics, objectives and activities. Guide data analysis efforts, including related research and data collection.

COMMUNITY ENGAGEMENT

  • Develop and deliver educational materials, conduct workshops and organize community events to raise awareness about family and gender-based violence prevention and available support services.
  • Build and maintain relationships with community organizations, governmental agencies, law enforcement, healthcare providers and other stakeholders to strengthen support networks and resources for families.
  • Oversee the creation of community stakeholder teams and community planning processes.
  • Facilitate training and community organizing related to implementing the Blueprint for Peace.

 ADVOCACY/LEGISLATION

  • Lead and support ongoing communication amongst City leaders and other governmental and community organizations, including providing regular updates on progress and challenges in family and gender-based violence prevention.
  • Serve as a community representative on violence prevention coalitions, task forces and committees. Advocate for resources and organizational alignment relative to family and gender-based violence prevention.
  • Assist in developing positions on state and federal policies that impact family and gender-based violence prevention.

Conditions of Employment

  • Must be willing to work beyond standard business hours to accomplish work and meet departmental needs.
  • Travel outside the City of Milwaukee, including overnight, may be required.

Minimum Requirements

  1. Bachelor’s degree in public health, social work, criminal justice, sociology, psychology or a related field from an accredited college or university.
  2. Three years of progressively responsible experience working with multi-disciplinary partners on family and gender-based violence prevention issues, including one year in a related leadership and/or supervisory capacity.
  3. Valid driver's license at the time of appointment and throughout employment.
  4. Use of a properly insured vehicle for us on the job; mileage reimbursement is provided pursuant to Section 350-183 of the Milwaukee Code. 

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • A Master’s Degree in public health, public administration, social science, criminal justice, sociology, psychology or a related field from an accredited college or university.
  • Bilingual in Spanish and English.

  • In-depth knowledge of family violence dynamics, risk factors and effective prevention strategies.
  • Knowledge of trauma-informed care principles and crisis intervention techniques.
  • Knowledge of local, state and federal regulations related to family violence prevention and victim support services.
  • Knowledge of community resources, social service systems and referral networks related to family and gender-based violence prevention.
  • Knowledge of best practices and strategies to prevent child abuse.

Technical – Grant Funding, Budgeting and Data Management

  • Knowledge of grant funding through public and private sources.
  • Ability to write grant applications, prepare reports and manage budgets.
  • Knowledge of the use of research products.
  • Analytical skills to review information and draw accurate conclusions. 
  • Ability to use spreadsheet, database, project management and word processing software to develop reports and summarize data.
  • Ability to analyze data and use insights to drive programmatic improvements and measure outcomes.

Communication and Interpersonal         

  • Ability to understand and work within complex systems, including law enforcement, education, social services, public health, community agencies and faith organizations.
  • Written communication skills to create effective briefing materials, reports, policies, procedures, and correspondence.

Current Salary

The current salary range (Pay Range 1GX) is $85,086-98,703 annually, and the resident incentive salary range for City of Milwaukee residents is $87,639- $101,664 annually.  Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
