Purpose

The Outreach and Training Manager oversees the Outreach and Training Division, supervises and trains Code Enforcement Interns, manages organizational development initiatives, and coordinates community outreach efforts.

Essential Functions

Management of Code Enforcement Interns

  • Review Interns’ inspection quality, document performance, and implement coaching and/or corrective action. Work with other professional staff to ensure consistent training, guidance and supervision for the Interns.
  • Supervise the professional development of the Interns, coaching and assisting them to successful completion of the program.
  • Coordinate and implement programs such the City of Milwaukee’s anti-graffiti program.
  • Assist with supervision of other DNS field staff as needed.

Workforce Development

  • Develop and provide training for new DNS inspectional employees; document their progress.
  • Develop and implement workforce development initiatives, including mentoring of new and existing staff.
  • Assist with onboarding, certification, and on the job training.
  • Coordinate and conduct educational training for DNS staff to ensure consistency and accuracy of code enforcement.
Community Outreach and Administration

  • Represent the DNS in public forums, such as hearings and community meetings.
  • Schedule outreach events, ensuring adequate staffing, advertising, and appropriate equipment and materials.
  • Interact with residents, property owners, and business owners during quality control inspections and staff training, exemplifying exceptional and diplomatic customer service.
  • Prepare written and statistical reports on topics including program accomplishments, policy matters, and monthly Community Development Block Grant (CDBG) updates.

Conditions of Employment

  • Comply with the departmental dress code.
  • Perform interior inspection services on residential and commercial properties requiring moderate physical exertion, including stooping and bending, walking distances, climbing ladders and stairs, and exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, up to 10 pounds of force constantly to move objects.
  • Work outdoors in variable weather and environmental conditions as well as tolerate noise and exposure to airborne contaminants.
  • Perform field work throughout the City of Milwaukee.
  • Travel outside the City of Milwaukee for training and conferences, including overnight.
  • The preplacement medical requirements include: 
    • Physical/lift test
    • Audiogram
    • Vision
    • Non – DOT Drug Test

Minimum Requirements

1. Bachelor’s degree in urban planning, architecture, engineering, natural science, or a related field from an accredited college or university.

2. Five years of professional-level code enforcement experience in construction, environmental code enforcement or commercial fire code enforcement, including one year performing lead worker or supervisory duties. 

3. Possession of the following Wisconsin Department of Safety and Professional Services (DSPS) certifications at time of appointment and throughout employment:

    • Uniform Dwelling Code Construction Inspector
    • Commercial Building Code Inspector

4. Possession of the following International Code Council (ICC) certifications at time of appointment and throughout employment:

    • International Property Maintenance and Housing Inspector
    • Fire Inspector I and II

5. Valid Driver's License at the time of appointment and throughout employment. Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Equivalent combinations of education and experience may be considered.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Ability to accurately apply and explain the Milwaukee Code of Ordinances, State of Wisconsin Commercial Building Code, Uniform Dwelling Code, National Fire Protection Association® (NFPA) Code, International Fire Code, and related administrative laws and regulations.
  • Knowledge of workforce development strategies to enhance the skills and capabilities of DNS staff.
  • Ability to equip staff with the necessary tools, knowledge, and training to meet job demands.
  • Ability to accurately apply and explain policies and procedures and technical materials related to nuisance, building, fire, electrical, plumbing, HVAC (heating, ventilation, and air conditioning), real estate, and zoning issues.
  • Knowledge of building and construction principles, methods, and materials, including structural, mechanical, electrical, and plumbing systems.
  • Ability to read architectural plans and blueprints.
  • Inspection skills to assess building construction, plumbing, electrical systems, and building surroundings to gauge code compliance, determine habitability, and eliminate fire and safety hazards.
  • Ability to use Land Management System (LMS) and Financial Management Information Systems (FMIS) databases, digital cameras, and mobile phones.
  • Ability to maintain accurate records and files.

Communication

  • Verbal and written communication skills to interpret, apply, and effectively explain building, fire, and zoning codes.
  • Written communication skills, including the ability to prepare detailed documents and reports using correct English grammatical and punctuation conventions.
  • Skill in presenting information effectively, including the ability to represent the department in public hearings.
  • Written communication skills to create clear and concise business communications, including memos, reports, budget summaries, policies, procedures and performance reviews. 

Interpersonal

  • Ability to build effective working relationships with all stakeholders, including elected officials, representatives of other City departments and other agencies, residents, property owners, and community groups.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one's own.

Current Salary

The current salary range (1MX) is $116,493 - $144,744 annually, and the resident incentive salary for City of Milwaukee residents is $119,988 - $149,086 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
