The Election Commission provides a team-oriented office environment that requires inflexible, extraordinary hours to support elections.

Purpose

The Election Operations and Training Manager plans, directs, and oversees all election field operations and serves as a personnel manager for trained full-time and temporary election staff, including all election day poll workers and Chief Inspectors.

Essential Functions

Election Day Operations- Planning and Management

  • Ensure compliance with Wisconsin State Statutes Chapters 5-12.
  • Lead all election field operations planning efforts to ensure smooth election day polling place operations, including staffing, budget, supply/asset management, inventory control, logistics, and transportation.
  • Plan and lead post-election recombobulation, poll book scanning, and reconciliation efforts.
  • Coordinate with the Voter Registration & Outreach Coordinator and the Absentee Services Coordinator to complete state-required post-election duties accurately and within state deadlines.
  • Ensure the Operations Center is clean and operating efficiently.
  • Manage security and/or maintenance needs.
  • Lead all inventory tracking and management.
  • Develop best practices for equipment handling, management, and transportation.
  • Track and maintain polling place voter trends and results.

Election Administration- Equipment and Ballot Management

  • Develop protocols and state-required forms to track and protect the chain of custody for all ballots, election materials, and equipment utilized at polling locations.
  • Work with the field coordinator to ensure all election equipment is functioning properly before public testing and election day.
  • Lead all of the planning and staffing requirements for public testing.
  • Develop and manage procedures for equipment failures and repairs.
  • Ensure all election-day staff have accurate, sufficient, and ready-to-use equipment and materials at all polling locations.  

Election Administration- Polling Place Management

  • Ensure all wards are accounted for at all polling locations.
  • Ensure all polling places are ready for operation before election day.
  • Oversee communication, agreements and access to all polling locations.
  • Lead any problem-solving or polling place changes to ensure compliance.
  • Ensure agreements follow state and local rules and are finalized and executed before election day.
  • Lead polling place audits to develop Americans with Disabilities Act (ADA) accessibility plans for election day compliance.
  • Follow and execute state-required notification requirements to voters regarding issues such as polling location changes.
  • Research and develop plans for ward map and polling place changes.
  • Ensure polling location accuracy on the WisVote System.
  • Develop signage placement plans to guide voters to their polling location.
  • Develop and maintain emergency management procedures for polling locations, including contingency planning and alternative polling place management.

Management

  • Serve as the manager for all polling place election workers and chiefs.
  • Ensure the Milwaukee Election Commission follows state minimum staffing requirements at all polling locations.
  • Track performance and handle human resources-related issues with temporary staff.
  • Work with the Training Manager’s team to assign trained poll workers (Chiefs and Inspectors) to all polling locations to ensure state minimum staffing requirements and political appointment parity.
  • Directly supervise and facilitate training for the Field Services Coordinator and temporary staff assigned to work the post-election recombobulation, poll book scanning, and reconciliation efforts.
  • Coordinate with the Training Manager to track and provide coaching and feedback to election-day poll workers.
  • Ensure the building security of the Operations Center, including the safe storage of supplies and the operation of warehouse equipment and machines.
  • Track election day polling place and Operations Center budget and inventory.

Conditions of Employment

  • The Operations and Training Manager must have reliable transportation and work evenings and weekends during the election season.
  • During General Elections, all staff work more than 60 hours a week at times. The Department also has staff vacation blackout periods before every election to support final preparations.
  • Must perform light physical work, including moving equipment weighing up to 10 pounds.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Bachelor’s degree in logistics and supply chain management, business administration, public administration, communications, or a related field from an accredited college or university.
  3. Three years of professional experience performing programmatic or logistics functions, including one year in a supervisory or lead worker role.
  4. Completion of WisVote training requirements to access the statewide voter system within 30 days of appointment.
  5. Valid driver’s license at the time of appointment and throughout employment and the availability of a properly registered and insured vehicle for use on the job. Private automobile allowance may be paid for a maximum of five months per year pursuant to Section 350-183 of the Milwaukee Code.

Equivalent combinations of education and experience may be considered however, one year performing duties in as a supervisory or lead worker role is required and may not be substituted with education.

Current Salary

The current salary range (Pay Range 1FX) is $74,375 – $92,612 annually, and the resident incentive salary range for City of Milwaukee residents is $76,607 - $95,390 annuallyAppointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
