The Fleet Services Section of the Department of Public Works (DPW) performs dispatch functions, including scheduling operators and equipment, driver training and testing, and emergency response operations across all DPW departments. Fleet Services also repairs and maintains over 4,000 pieces of equipment.

Purpose

Ensuring the highest level of service to customers, the Fleet Operations and Training Manager develops and administers the training program for over 900 DPW drivers. Additionally, the Fleet Operations and Training Manager coordinates, assigns and manages the daily activity of drivers and operators to meet the needs of City departments on a 24 hours a day, 365 day per year basis.

Essential Functions

Fleet Training

  • Develop, evaluate, and update training programs and curriculum for all Fleet drivers and equipment operators, ensuring that training and safety standards are met.
  • Manage and schedule all Fleet training programs, maintaining timely and accurate records.
  • Develop special trainings programs for customer organizations in partnership with the Fleet Operations Manager. 
  • Manage the Driver Training staff, ensuring that they provide valuable, technical, safe, and proper training and operation of equipment.
  • Manage certification testing for the Commercial Driver License (CDL), Third-Party Examiner Program.

Safety

  • Ensure follow through on crash investigations. Provide documentation, prepare correspondence, and participate as a subject matter expert in any resulting litigation.
  • Manage new employee driving evaluations and post-accident remedial training program.
  • In conjunction with the Safety staff, organize participation in the federally mandated Drug and Alcohol Testing Program.

Dispatch

  • Assist in managing the Fleet Dispatch unit, ensuring proper scheduling of equipment and operators to meet the operational needs of DPW and other City departments.
  • Assist with driver and operator seasonal job selections to accommodate critical mission duties including call out lists, equipment availability, and management and use of the callout system and data.
  • Coordinate seasonal operations to ensure equipment availability; respond to emergency and special requests for seasonal equipment.

Snow and Ice Control

  • Coordinate and ensure readiness of emergency response efforts, including snow and ice control operations.
  • Participate as a member of the general ice control and snow plowing callout team. Supervise the contacting and call out of drivers during snow and ice operations. 
  • Provide information on the availability and capability of operators, equipment, and vendors (contractors) as they relate to snow operations.

Conditions of Employment

The Fleet Operations and Training Manager must be willing and able to do the following:

  • Work variable and extended hours to meet the City’s needs during weather-related events and other emergencies that may include evenings, weekends, and holidays.
  • Respond to emergency callouts and report within 60 minutes or fewer at any time during the day or night, any day of the week, for snow and ice control operations and other emergencies.
  • Withstand prolonged exposure to variable and extreme weather conditions including rain, wind, excessive heat, intense cold and snow.
  • Perform tasks that require manual dexterity and coordination.
  • Wear and use personal protective equipment (PPE) standard to perform equipment repair and maintenance, including common and specialized safety equipment (i.e., shoes, gloves, glasses, hearing protection, safety vest, and reflective clothing).
  • NOTE: By law, persons in these positions are required to pass a pre-employment drug test and are subject to random drug and alcohol testing during the course of employment. Candidates must sign a release authorizing the City to receive the results of any drug and alcohol tests conducted by previous employers during the past two years if those tests were required by the U.S. Department of Transportation.

  • DOT Drug Test

Minimum Requirements

  1. Bachelor’s Degree in Business, Project Management, or Education from an accredited college or university (related experience may be substituted for the degree).
  2. Two years of supervisory experience related to fleet operations and/or training.
  3. Valid State of Wisconsin Driver’s License at the time of appointment and throughout employment.
  4. A Valid CDL (Class A) without the Air Brakes restriction within six months of appointment and throughout employment.
  5. Good driving record at the time of appointment and throughout employment.
  6. State of Wisconsin Asbestos Instructor Certification within six months of appointment

Equivalent combinations of education and experience will be considered.

Desirable Qualifications

  • Experience developing training materials.
  • Supervisory or lead worker experience.
  • Tanker and Hazmat CDL endorsements.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of types, uses and operation of various trucks and heavy equipment.
  • Knowledge of current training methods and training program development.
  • Proficiency in the use of word-processing, spreadsheet, and database software.
  • Ability to learn and use the hardware and software tools utilized by the Fleet Services section.
  • Mechanical aptitude and understanding of new equipment maintenance and repair.
  • Ability to skillfully operate equipment used by the City of Milwaukee, including refuse packers, dump trucks, and forestry equipment.
  • Knowledge of the types, uses, and operations of demolition techniques, environmental hazards mitigation, and safety operations.
  • Knowledge of adult education strategies, training methods, development, and execution.

Communication, Customer Service, and Interpersonal

  • Written communication skills, including the ability to prepare clear and concise correspondence and reports.
  • Verbal communication skills to effectively present information and respond to questions with tact and diplomacy.
  • Ability to collaborate effectively with other City managers, fellow staff, direct reports, and outside parties.

Current Salary

The current salary range (Pay Range 1GX) is $85,086-$98,703 annually, and the resident incentive salary range is $87,639-$101,664 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

  • The incumbents of positions in this class, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, to receive 4.8% additional biweekly salary as compensation for such overtime work.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods.
