Purpose
The Human Resources Representative provides a full range of
professional human resources services to the Milwaukee Health Department (MHD),
including leave administration, accommodations, safety incident management, and
workers' compensation.
Essential Functions
Leave Administration and Accommodations
- Administer federal, state, and City of Milwaukee leave programs such as the Family and Medical Leave Act (FMLA), the Wisconsin Family and Medical Leave Act (WIFMLA), medical leaves of absence, and Paid Parental Leave (PPL).
- Manage requests for accommodations under the Americans with Disabilities Act Amendments Act (ADAAA) of 2008.
Safety and Workers' Compensation
- Guide employees who need assistance with work-related safety incidents.
- Investigate injuries in collaboration with the section manager; complete required Occupational Safety and Health Administration (OSHA) reports.
- Maintain safety-related records and complete the quarterly OSHA log.
- Serve as the MHD Safety Officer and lead of the Safety Committee.
- Provide recommendations for improved safety and well-being options for employees within the MHD.
Training and Compliance
- Plan, manage, and review safety training, drills, and policies to ensure compliance and effectiveness.
- Track and store documents, such as training completion records and after-action reports (AARs).
- Manage annual audit of MHD’s Tuberculosis (TB) testing and Respiratory Fit programs, including tracking employee compliance and performing ongoing monitoring.
- Ensure all information is current in the emergency communication system and MHD safety plan.
- Manage MHD inventory of respirators, Automated External Defibrillators (AEDs), and other personal protective equipment (PPE).
- Recruit and train safety captains at all health center locations.

Conditions of Employment
- The standard work hours are Monday through Friday, 8:00 a.m. – 4:45 p.m.
- Carry a mobile phone during business hours.
- Travel outside the City of Milwaukee, occasionally overnight, for training purposes or for participation in meetings representing the City.
- Respond to an emergency or a broad-impact event.
Minimum Requirements
- Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.
- Bachelor’s degree in human resources management, industrial relations, public administration, psychology, business administration, or a closely related field.
- Three years of successful experience in human resources in the areas of employee leave administration and accommodation, safety, workers’ compensation, and compliance.
- A driver’s license and a properly insured vehicle at the time of appointment and throughout employment. Private Auto Allowance May Be Paid Pursuant to Section 350-183 of The Milwaukee Code.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications
- Public Health experience.
- Human Resources experience in the public sector.
- Society for Human Resource Management (SHRM), Human Resources Certification Institute (HRCI), and/or Public Sector Human Resources Association (PSHRA) certifications.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of federal, state, and municipal labor and leave laws and how to interpret and effectively apply them, such as the FMLA, WIFMLA, PPL, and ADAAA.
- Ability to interpret and advise on the implementation of departmental and citywide policies, state statutes, and federal regulations related to FMLA.
- Knowledge of worker’s compensation and OSHA laws, regulations, and their reporting requirements.
- Ability to learn and apply the Department of Workforce Development's Chapter 102 (“Worker’s Compensation Act”).
- Knowledge of training methods and experience tracking training completion and compliance.
- Ability to gain expertise regarding public sector human resources best practices.
- Ability to conduct impartial investigations and make fact-based decisions.
- Ability to read, understand, interpret and apply job-related materials, including periodicals, legislation, policies, reports, and technical publications.
- Proficiency using standard computer programs such as Microsoft Word, Excel, PowerPoint, and Teams.
- Knowledge of equity initiatives and a commitment to diversity and inclusion.

- Verbal communication skills to conduct training, departmental human resources meetings, and hearings related to workers' compensation and unemployment.
- Written communication skills to prepare recommendation reports that are thorough, clear, well-crafted, and error-free.

- Ability to express oneself clearly in conversations and interactions with others.
- Ability to demonstrate concern for satisfying external and/or internal customers.

Current Salary
The current salary range (Pay Range 2KX) is $77,551-$
98,704 annually, and the resident incentive salary range for City of
Milwaukee residents is $79,878-$ 101,665 annually.
Appointment will be made in accordance with the provisions
of the salary ordinance.
Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of related education,
experience, and accomplishments, an evaluation of written communication,
interviews, and/or other assessment methods. The Milwaukee Health Department
reserves the right to call only the most qualified candidates to proceed in the
selection process. Information from the selection process will be used to make
a hiring decision. Selected candidates will be transferred and/or promoted to
the position.

to the public. Only current City of Milwaukee employees and civilian personnel
in MFD and MPD hired through a City Service Commission process who have
successfully passed a probationary period for a Civil Service position or who
have status as a City of Milwaukee employee in a fixed-term position will be
considered. Individuals with exempt, provisional, temporary, or emergency
appointments are not eligible for transfer.
