Purpose

The Accountant III provides professional accounting and financial management services related to grant and locally funded paving, bridge, and sewer projects.

Essential Functions

Professional Accounting

  • Manage and prepare grant reimbursement requests for contracts, prepare interdepartmental requisition invoices (IRI), and create equipment requisitions.
  • Collaborate with the Office of the Comptroller to coordinate and submit annual financial reports, accounting entries, and adjustments.
  • Conduct quality control on backup documentation, including monthly project status reports, vendor invoices, and contract payments.
  • Review and analyze complex financial statements and perform related data entry.
  • Oversee accounting functions for grants, special funds, and capital improvement projects.
  • Ensure all grant invoices comply with grant terms, Generally Accepted Accounting Principles (GAAP), and internal policies.
  • Maintain contract files and perform contract closeout procedures after final payment.
  • Retrieve, review, and process IRIs submitted by other departments.
  • Examine Control Group Registers and documentation for completeness and accuracy before submission.
  • Manage, process, and replenish the Petty Cash fund.

Reporting and Documentation

  • Analyze employee payroll transactions and inventory usage reports for accuracy and compliance.
  • Prepare supporting documentation, such as invoices and reports, and route for necessary internal approvals.
  • Review ProCard purchases for accuracy and compliance with city purchasing policies.
  • Verify all transactions and process timely reimbursement requests.
  • Process deposits in the Financial Management Information Systems (FMIS) for a variety of departmental revenues.

Minimum Requirements

  1. Bachelor’s degree in accounting from an accredited college or university.
  2. Two years of full-time professional (post-degree) accounting experience.

 Equivalent combinations of education and experience may be considered. However, there is no substitute for a bachelor’s degree in accounting.

Desirable Qualifications

  • Familiarity with Oracle’s PeopleSoft FMIS and Workday and the advanced features of Microsoft Office.
  • Certified Public Accountant (CPA) license.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of generally accepted accounting principles (GAAP), accounting theory, and best practices, including an understanding of accounts payable principles and processes, account types, double-entry accounting, accrual accounting, transactional processing between systems, internal controls, financial statements, and documentation.
  • Ability to learn accounting standards for government entities such as the Government Accounting Standards Board (GASB).
  • Ability to read, interpret, and apply complex rules and regulations.
  • Ability to read agreements to develop and implement procedures to comply with the requirements related to accounting tasks.
  • Ability to use the appropriate mathematical methods or formulas to complete work assignments.
  • Ability to work with computerized accounting systems, spreadsheets, and databases.
  • Ability to learn and become proficient in using Oracle’s PeopleSoft FMIS and Workday.
  • Ability to develop and run periodic and ad hoc reports.
  • Ability to review the work of others engaged in voucher creation.
  • Ability to prepare accounting-related analysis for engineers and project managers.

Current Salary

The current salary range (2JX) is $72,768-$92,611 annually, and the resident incentive salary range for City of Milwaukee residents is $74,951-$95,390 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
