Purpose
The Health Revenue Cycle Specialist leads revenue cycle and
business billing activity for Milwaukee Health Department (MHD) patients and
other stakeholders.
Essential Functions
Clinical Billing and Revenue Services
- Lead revenue cycle management for MHD patient billing, including fee schedule development and maintenance, claim review and submission and all other phases of the revenue cycle for patient encounters.
- Create, maintain and update the MHD master fee schedule for clinical and laboratory fee schedules.
- Provide estimates, analysis and regular reporting on MHD clinical billing, payment/remits and revenue to understand the value and performance of billing activities.
- Utilize Epic software and any required state systems to manage the revenue cycle, manage receivables and reconcile deposits in the City’s financial enterprise resource planning (ERP) system.
- Work with MHD programs to find and grow opportunities to equitably and fairly increase revenue, both for patient-facing and business-to-business services.
Non-Clinical Billing
- Manage MHD’s processes for non-clinical invoicing, payment and receivables for business-to-business billing, and billing for reimbursable patient care from non-insurance payors.
- Create, update and regularly validate MHD payment practices, policies and controls, including point of sale terminals and cash handling.

Minimum Requirements
- Bachelor’s degree in business administration, health administration, finance, accounting, or health information management, or a related field from an accredited college or university.
- Two years of experience in health care revenue cycle management, financial planning or analysis, budgeting, bank or financial operations or business operations.
Equivalent combinations of education and experience may also be considered; however, additional education may not be substituted for required experience.

- Health care administration or finance experience.
- Experience with electronic health records software systems, such as Epic.
- Advanced Microsoft Excel skills including PivotTable, databasing, Visual Basic for Applications (VBA), and other skills.

Technical
- Ability to learn and apply concepts of the health care revenue cycle, data standards, and patient privacy requirements.
- Ability to learn, apply, and comply with health insurance business practices and Medicare/Medicaid regulations.
- Knowledge of financial controls and accounting processes.
- Ability to learn and become proficient in enterprise-level data and software systems, such as FMIS, OCHIN Epic, Workday, and other payment systems.
- Ability to analyze data in sets or as part of reviewing transactions.
- Knowledge and ability to work with computer applications, including the internet, spreadsheet, database, and word processing software.
- Knowledge of mathematics and the ability to make accurate calculations.
- Ability to learn and strategically apply new concepts to existing operational processes.

- Verbal communication skills to positively represent the department in multiple formats, including one-on-one and presentations.
- Written communication skills; ability to produce clear and concise reports, data analysis, letters, memos, and other documents.

Current Salary
The current salary range (Pay Range 2IX) is $62,041-$86,854 annually,
and the resident incentive salary range is $63,902-$89,460 annually. Appointment
above the minimum is possible based upon level of experience and other
qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions, a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
