Purpose
The Health Project Supervisor – MBCCAP is responsible for
overseeing the Milwaukee Breast and Cervical Cancer Awareness Program (MBCCAP)
and the Wisconsin Well Woman Program (WWWP), as well as for coordinating with
other governmental and community organizations for women’s health services.

Essential Functions
PROJECT OVERSIGHT
- Develop, integrate, implement, and monitor program goals, objectives, and outcomes for the Milwaukee Health Department’s (MHD’s) Milwaukee Breast and Cervical Cancer Awareness Program (MBCCAP) and the Wisconsin Well Woman Program (WWWP).
- Provide direction to ensure that programmatic goals, objectives, and outcomes are achieved.
- Ensure implementation and compliance with state, federal, and municipal policies and procedures.
- Work collaboratively with management to prepare and monitor the programmatic budget and funds; assist with related reports and grant writing.
- Collect and analyze programmatic data for reporting; make recommendations for action plans and prioritization.
- Continuously evaluate and make adjustment to the MBCCAP and WWWP to ensure that programs are compliant with both internal and external deliverables and expectations.
- Ensure programmatic staff are fully trained on eligibility and enrollment requirements.
- Identify, assess, and advise the MHD on related pending legislation and policies.
CLIENT SERVICES AND COMMUNITY COLLABORATION
- Collaborate with community agencies, health providers, and clinics to enhance enrollment in the MBCCAP and WWWP.
- Ensure that community-based case management providers maintain appropriate case management documentation, data collection, and billing practices.
- Collaborate with local providers on ongoing program planning and updates; monitor cases.
- Establish, develop, and maintain referral relationships with entities involved in case management and service to the target population, such as health providers, hospitals, and health clinics.
- Coordinate continuum of care efforts with other Community-Based Organizations to identify available resources that meet the needs of targeted families; develop and maintain a manual of client-based, community resources.
- Coordinate meetings, outreach, and education with community agencies, health clinics, hospital systems, public and private entities to increase awareness and patient screenings.
SUPERVISION
- Provide programmatic supervision and evaluation of Program Assistants, Community Education Assistants, Medical Assistants, Public Health Nurse Leaders, and Public Health Educators.
- Supervise, assign, and support a team of professionals in providing client-based case management and home visiting services.
- Provide orientation, coaching, mentoring, guidance, supervision and evaluation of staff to assure safe practices and quality of services; recommend personnel actions, including discipline.
- Ensure that staff, community partners, and providers comply with programmatic guidelines and initiate necessary changes to improve processes.
- Represent the MHD at meetings, committees, programs and in community efforts.
- Ensure that staff are trained on all relevant protocols, processes, and policies, providing them with guidance and direction.
- Participate in Emergency Preparedness and Safety, Culture, and Wellbeing initiatives and activities.

Conditions of Employment

- Work schedule may include weekends and evenings, as required to meet the needs of the position. Travel outside the City of Milwaukee for training purposes, which may include overnight travel.

Minimum Requirements
- Bachelor’s degree in health education, public health, nursing, social work, or a related field from an accredited college or university.
- Two years of progressively responsible experience coordinating public or community health programs; experience may include community organizing or collaboration, health program planning, development, implementation, and/or evaluation.
- Valid driver's license and possession of a properly insured vehicle for use on the job is required at time of appointment and throughout employment. Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.
Equivalent combinations of education and experience may also be considered.

TECHNICAL
- Knowledge of public health, including principals related to well woman initiatives.
- Knowledge of best practices for coordinating public or community health programs.
- Knowledge of related community resources.
- Knowledge and ability to work with proprietary software used by the MHD, including OCHIN Epic Electronic Health Records, the Wisconsin Electronic Disease Surveillance System (WEDDS), and the Wisconsin Immunization Registry (WIR).
- Knowledge and ability to work with computer applications, including the internet, spreadsheets, databases, and word processing software.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations.
- Skill in analyzing and evaluating data and information and making appropriate recommendations.
- Ability to track and monitor data and reports.
- Ability to assist in the creation and management of programmatic budgets, grant proposals and contracts.
SUPERVISON
- Knowledge of supervisory principles and concepts including administrative, clinical and reflective supervision.
- Ability to effectively plan and delegate work, manage multiple priorities, and work within tight time constraint to meet deadlines.
- Ability to assist in the development, integration, and monitoring of program goals, objectives, priorities, and outcomes.
- Ability to lead, manage, and motivate a diverse team.
- Ability to identify and improve workplace processes.

- Written communication skills, including the ability to write narrative case notes, routine reports, professional correspondence, and procedure manuals.

Current Salary
The current salary range (Pay Range 1GX) is $87,656-$98,703 annually, and the resident incentive salary range for City of Milwaukee residents is $90,286-$101,664 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
