Purpose

The Engineering Technician V prepares the plans and specifications of street lighting, traffic and communication underground conduit (CUC) systems within the City of Milwaukee.

Essential Functions

Planning and Layout Preparation

  • Prepare plans for street lighting, communication underground conduits, and traffic signal systems, including electrical circuit layout equipment selection and placement, wire sizing, and conduit routing and installation.
  • Conduct preliminary field investigations and develop final size layouts.
  • Maintain and update databases tracking system performance, operations usage, and permit review documentation.
  • Plan and adjust layouts for underground conduit and manhole systems, including material selection, routing, and site layout.

Project Management

  • Coordinate with other city departments or utility companies for street lighting, CUC, and traffic construction activities to ensure proper protection or relocation.
  • Conduct preliminary field investigations.
  • Develop final layouts for street lighting, CUC, and Traffic projects in coordination with area developments, paving projects, facility improvements, and permitting requirements.
  • Prepare lease agreements, including exhibits, and generate monthly and quarterly lease reports.
  • Maintain accurate records of operational status and condition of communication and electrical manhole systems.

Conditions of Employment

The Engineering Technician V must be willing and able to do the following:

  • Stand, walk, climb, crouch, crawl, push and pull, and perform repetitive motions.
  • Wear appropriate safety equipment including safety shoes, glasses, and hearing protection.
  • Withstand variable indoor and outdoor environmental conditions, such as temperature changes, rain, and snow.
  • Perform medium physical activity, exerting up to 50 pounds of force occasionally and/or up to 00 pounds of force frequently to move objects.

The pre-employment medical tests include:

  • Physical Exam
  • Vision Exam
  • Audio-Gram

Minimum Requirements

1.  Associate degree in civil engineering or an engineering field from an accredited college or university, AND three years of experience in street lighting, communication underground conduit systems (CUC), and traffic systems or equivalent. 

OR 

Five years of experience in street lighting, communication underground conduit systems (CUC), and traffic systems or equivalent.

2.  Valid driver’s license at the time of application and throughout the selection process. Valid Wisconsin driver's license at time of appointment and throughout employment.

3.  Good driving record at time of application, throughout the selection process and throughout employment.

Equivalent combinations of education and experience may be considered; however, there is no substitution for three years of related work experience.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of and proficient use of MicroStation and/or Civil 3D drafting software.
  • Ability to effectively use computer programs such as the Microsoft Office Suite.
  • Skill in the preparation of cost estimates and assessments following City and Wisconsin Department of Transportation (WisDOT) formats.
  • Ability to apply electrical codes National Electrical Codes (NEC) and National Electrical Safety Codes (NESC), governmental regulations, and City ordinances to design, construction, and maintenance of public infrastructure.
  • Ability to prepare billing invoices for services.
  • Knowledge of Federal Manual on Uniform Traffic Control Devices (MUTCD) and WisDOT Facilities Development Manual (FDM).
  • Ability to read and apply work-related materials, such as governmental regulations and City ordinances.

Project Management

  • Knowledge of project management practices.
  • Ability to use and analyze information to evaluate options and determine the best solution.
  • Ability to plan, organize, and work on multiple projects, independently managing priorities and deadlines.
  • Ability to set clear expectations, manage staff by providing guidance, and ensure projects meet expectations and deadlines.
  • Ability to follow directives accurately and in a timely manner.
  • Ability to assist, train, and guide other technicians to ensure adherence to project specifications and safety guidelines.
  • Ability to maintain accurate records and document changes to projects.

Interpersonal and Communication

  • Verbal communication skill to effectively communicate with other staff members and management.
  • Written communication skill, including the ability to write technical reports and general business correspondence.
  • Ability to work cooperatively, effectively, and fairly with coworkers and residents whose backgrounds may differ from one’s own.
  • Honesty and the ability to use City resources responsibly.

Current Salary

The current salary range (Pay Range 3UN) is $72,510-$92,244 annually, and the current resident incentive salary range for City of Milwaukee residents is $75,410-$95,934 annually. Appointment above the minimum is possible based upon level of experience and other qualifications, and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
