The City of Milwaukee Health Department’s (MHD) Home Environmental Health (HEH) program is dedicated to reducing exposure to harmful substances, such as those found in aging homes, where lead paint can be a hidden danger. Please visit the HEH website for more information.
The Home Environmental Health Inspector (HEHI) 1 is the first title in the HEHI series, providing incumbents with the opportunity to learn, gain experience, and obtain the Lead (Pb) Risk Assessor Certification through the State of Wisconsin.
The HEHI 2 is the second title in the series. Incumbents hired to either title may progress through the levels, HEHI 1 through HEHI 4, based on successful completion of a probationary period, development of competencies, maintenance of Lead (Pb) Risk Assessor certification, and meeting performance criteria.
Eligible candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.
Purpose
The Home Environmental Health Inspectors (HEHIs) 1 and 2
assigned to the Home Environmental Health (HEH) Division of the Milwaukee
Health Department (MHD) conduct related inspections, risk assessments, and
enforcement activities to prevent childhood lead poisoning.
Essential Functions
Lead (Pb) Inspection and Abatement
- Communicate lead poisoning hazard and prevention information to parents and guardians of lead-poisoned children.
- Research all possible sources of lead exposure for lead-poisoned children.
- Proactively collaborate with nursing staff regarding elevated blood lead cases and prioritize interventions.
- Inspect homes for defective and/or lead-based painted surfaces using visual inspection, x-ray fluorescence equipment, and dust wipe tests.
- Document inspection results according to protocols and program requirements.
- Generate and issue work orders to correct lead-based paint hazards.
- Inform property owners of hazard correction and order compliance requirements; work with property owners to achieve compliance.
- Issue written orders, reinspection fees, and citations, and appear in court as witness for prosecution of cases.
- Conduct ongoing lead paint abatement project monitoring to ensure code compliance.
- Conduct enforcement actions related to lead abatement project completion.
- Communicate with contractors regarding proper lead abatement and code compliance.
- Manage a workload of assigned properties from inspection to close of project.
- Create and maintain an effective system of tracking workload, documenting progress, and providing regular updates to supervisors and managers.
Community Education, Research, and Training
- Perform research-related responsibilities.
- Provide observational field opportunities and demonstrate lead hazard reduction field activities to public health staff, interns, and community leaders.
- Participate in community and landlord association meetings.
- Provide information regarding lead hazard reduction activities and primary prevention activities.
- Participate in required training and work-related conferences.

Conditions of Employment
The Home Environmental Health Inspector 1 and 2 must be
willing and able to do the following:
- Carry a mobile device during business hours.
- Work outside standard business hours to meet departmental needs.
- Perform extensive field work indoors and outdoors in all types of weather throughout the City of Milwaukee.
- Perform medium physical activity, including climbing and bending as well as exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Comply with the departmental dress code.
- Participate in required classes virtually, in‑person, or via blended learning.
- Required pre-employment vaccines include the following:
- TB Test (at time of hire and annually throughout employment)
- MMR Vaccine
- Hepatitis B Vaccine
- Varicella Vaccine
- Covid-19 Vaccine
- Influenza Vaccine
- Required pre-employment tests include the following:
- Physical Exam with 50-pound lift test
- Vision Exam
- Audio-Gram

Minimum Requirements
- Valid driver's license and access to an adequately insured vehicle at the time of appointment and throughout employment. Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code of Ordinances.
- Bachelor's degree from an accredited college or university with a major in environmental health, public health, or a closely related field;
OR
Associate degree from an accredited college or university with a major in environmental health, public health, or a closely-related field and one year of experience with lead, asbestos, environmental remediation work, or construction;
OR
High School diploma or equivalent, and two years of closely related experience with lead, asbestos, environmental remediation work, or construction.
- Pursuant to Wis. Stats., Section 163.10(3)(b)3, in order to meet the requirements for application for initial Lead (Pb) Risk Assessor Certification, this position requires the following:
- Bachelor's degree from an accredited college or university with a major in environmental health, public health, or a closely-related field AND one year of experience with lead, asbestos, environmental remediation work, code enforcement and property maintenance, or construction;
OR - Associate degree from an accredited college or university with a major in environmental health, public health, or a closely-related field AND two years of experience with lead, asbestos, environmental remediation work, or construction;
OR - High School diploma or equivalent, AND three years of closely related experience with lead, asbestos, environmental remediation work, or construction;
OR - Hold a valid professional certification as an industrial hygienist, professional engineer or registered architect, or in a related professional engineering, health, or environmental field, such as safety, professional, or environmental scientist;
OR - Hold a valid registered nurse or registered sanitarian certification;
OR - Hold a valid State of Wisconsin Lead (Pb) Risk Assessor certification.
- Bachelor's degree from an accredited college or university with a major in environmental health, public health, or a closely-related field AND one year of experience with lead, asbestos, environmental remediation work, code enforcement and property maintenance, or construction;
- Certification as a Lead (Pb) Assessor with the State of Wisconsin within three months of appointment and maintained throughout employment.

Desirable Qualifications
- Ability to provide interpretation in Spanish, Hmong, or another language.
- Experience in code enforcement and property maintenance inspections.

Current Salary
Home Environmental Health Inspector 1
The current salary range (Pay Range 3LN) is $51,987-$64,593 annually, and the resident incentive salary for City of Milwaukee residents is $54,066-$67,177 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to the approval.
Home Environmental Health Inspector 2
The current salary range (Pay Range 3MN) is $
57,097-$66,701 annually, and the resident incentive salary for City of
Milwaukee residents is $59,380-$69,369 annually. Appointment
above the minimum is possible based upon level of experience and other qualifications
and is subject to the approval.
- Employees in this classification, while assigned as the ‘Lead Inspector’ for any time during a pay period, shall receive an additional $80 biweekly.

Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test, a structured interview, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
