Introduction
The Fire and Police Commission
(FPC) was established in 1885 by state law and is one of the oldest police
oversight agencies in the nation. The Commission’s authority and responsibility
are set forth in Wisconsin Statute Section 62.50, the Milwaukee City Charter
Chapter 22.10, and the Milwaukee Code of Ordinances Chapter 314. The nine
citizen board members are appointed by the Mayor of Milwaukee and approved by
the Common Council. The mission of the FPC is to ensure that the Fire and
Police Departments are prepared to protect the lives and property of the
residents of the City of Milwaukee by monitoring the quality and effectiveness
of Milwaukee Fire Department, Milwaukee Police Department and Department of
Emergency Communications policies, practices, and outcomes.
Purpose
The FPC Investigator-Bilingual investigates complaints filed
against members of the Milwaukee Police Department (MPD), the Milwaukee Fire
Department (MFD), and the Department of Emergency Communications (DEC) arising
from alleged misconduct, including violations of departmental rules, policies,
and procedures. The incumbent will provide translation and interpretation
services in Spanish and in English.
Essential Functions
Investigate Complaints
- Assist complainants in filing complaints, both in Spanish and in English.
- Work in the field with complainants and witnesses; provide Spanish and English translation and interpretation.
- Investigate complaints of misconduct by obtaining and reviewing documents, interviewing witnesses, collecting, evaluating, and analyzing information from various sources.
- Prepare investigative reports and make recommendations to the Executive Director.
- Maintain records and testify in FPC Proceedings.
Audit/Analyze Investigations
- Track complaints against MPD Officers.
- Audit investigations conducted by MPD, MFD, and the DEC.
- Recommend additional investigations to be conducted and related dispositions.
- Analyze and review statistics relative to complaints, and identify trends and necessary policy considerations.
- Support the Collins Settlement Agreement-related compliance efforts involving the investigation and complaint process.
Outreach and Engagement
- Schedule and conduct community office hours.
- Locate appropriate locations for investigators to accept complaints in the field and reserve pool cars.
- Create reports regarding citizen complaints and citizen commendations for use during presentations to city officials, community events, and other forums.

Conditions of Employment
- Ability to work in variable environmental conditions and locations.
- Must be willing to work an extended schedule for successive days (i.e., 10-12-hour work days) on occasion, as well as evenings and weekends to meet departmental needs.
Minimum Requirements
1. Bachelor’s degree in criminal justice, police administration or a related field from an accredited college or university.
2. Three years of experience investigating local, state or federal criminal/military offenses, insurance claims, administrative rule violations, police misconduct, or related complex civil or criminal violations. NOTE: Candidates with prior experience as a local, state, or federal law enforcement officer must have been separated from sworn service for at least 3 years.
3. Bilingual in Spanish and English, including the ability to provide both translation and interpretation.
4. Must be able to pass a criminal justice information service (CJIS/FBI) background investigation and clearance check.
5. Ability to travel independently around the City of Milwaukee by public transportation, walking, biking, or driving.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications

Current Salary
The current salary range (Pay Range 2KX) is $77,551-
$101,665 annually, and the current resident incentive salary range for City of
Milwaukee residents is $80,653 - $105,731 annually. Appointment will
be made in accordance with the City of Milwaukee Salary Ordinance.
Any employee who holds a position designated as bilingual in the Salary Ordinance or Positions Ordinance shall be paid an additional $2.00 per hour.

Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test, a structured interview, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
