Purpose
The Electronic Technician installs, repairs, and maintains a
wide range of fixed-site and mobile radio communications equipment used by the
Milwaukee Police Department (MPD) and other City departments.
Essential Functions
Installation, Maintenance, and Repair
- Install, repair, and maintain core system infrastructure and end-user equipment for both Open Sky and Association of Public Safety Communications Officials Project 25 (APCO P25) radio systems, including networking infrastructure, computer systems, RF transmission, receive equipment and infrastructure, power generation and backup, dispatching consoles, and mobile/portable radios.
- Ensure that all equipment is maintained to Federal Communications Commission (FCC) rules and standards using specialized equipment such as Spectrum Analyzers and Service Monitors.
- Develop, construct, repair, maintain, and install specialized or custom electronic systems, using specialized techniques such as advanced soldering.
Communication Operations and Support
- Maintain communication with external agencies by use of the Inter-RF Subsystem Interface (ISSI).
- Maintain and troubleshoot communications with all local, county, state, federal, tribal, and military partners.
- Provide equipment and services using the Federal Emergency Management Agency (FEMA) Incident Command System (ICS) to facilitate communication at special events and dignitary visits.
- Pick up and deliver job-related equipment using City vehicles.
- Maintain communications facilities to ensure they are clean and orderly.

Conditions of Employment
- Must be able to perform heavy physical work, exerting up to 100 lbs. of force occasionally and lifting and moving objects weighing 50 lbs. frequently.
- Must be able to perform physical activities in the work environment that require agility, including ascending or descending ladders, stairs, scaffolding, ramps or poles; walking and standing, crawling, crouching, stooping, kneeling, reaching, balancing, pushing and pulling.
- Must be able to withstand prolonged exposure to variable and extreme weather conditions including rain, wind, excessive heat, intense cold and snow.
- Manual dexterity and steady hands to be able to grasp, manipulate, and assemble objects.
- Ability to see colors in order to use color-coded wiring systems (cannot have color vision deficiency).
- The pre-employment medical
requirements include:
- Drug Test
- Physical Exam with 100lb lift test
- Audiogram
- Vision Test, including color-blind test
NOTE: Candidates must pass an MPD background
investigation before hire. Per the Criminal Justice Information Services (CJIS)

Minimum Requirements
Electronic Technician 1, 2, and 3
- Associate degree in electronic technology, Information Technology (IT) networking, or a closely related field from an accredited college or university.
- Valid Wisconsin Driver’s License at the time of appointment and throughout employment.
Electronic Technician 2
- One year of experience installing, repairing, and maintaining two-way radio communications equipment and working with IP networks, including T1 shelves, fiber optics and routers, Ethernet wireless bridges, point-to-point microwave systems, and/or channel banks.
Electronic Technician 3
- Two years of experience installing, repairing, and maintaining two-way radio communications equipment and working with IP networks, including T1 shelves, fiber optics and routers, Ethernet wireless bridges, point-to-point microwave systems, and/or channel banks.
Equivalent combinations of education and experience may also be considered.

Desirable Qualifications
- Certification of Incident Command System Procedure (ICS-100, ICS-200, and ICS-300)
- Certification of the Incident Command System as a Communications Lead (COM-L) or a Communications Technician (COM-T).
- Previous experience repairing portable hand-held and mobile two-way public safety radios.
- Knowledge of Project 25, Time Division Multiple Access (TDMA), encryption, conventional, simulcast, and trunking technologies.
- Cisco Network Certifications and/or Cisco-based IP network, routing, and configuration experience.
- Windows Server, VMware, Red Hat Enterprise operating systems experience.
- Experience with tower and antenna systems testing and diagnosis.
- Experience with Surface Mount Technology (MT).
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge and understanding of electrical, electronic, and communications theory.
- Ability to use technical equipment used in the diagnosis and resolution of electrical equipment failure.
- Ability to learn soldering skills to build, alter, and fix electronics.
- Ability to learn and apply knowledge and understanding of Federal Communications Commission (FCC) rules and standards.
- Knowledge of mathematics and basic algebra to perform basic calculations used in electronics.
- Computer and networking skills, including knowledge of job-specific and standard software programs.
- Ability to read and follow job-related documents, schematics, blueprints, and wiring diagrams.
- Analytical and problem-solving skills to diagnose and resolve technical problems occurring on mobile and fixed radio equipment.

- Verbal communication skills to clearly explain technical information to staff.
- Written communication skills to effectively document work completed and respond to messages.
- Customer service skills, including the ability to relate well to sworn and civilian staff, vendors, and customers.
- Ability to work cooperatively and fairly others whose backgrounds may differ from one’s own.

Current Salary
Electronic Technician 1
The current salary range (Pay Range 3SN) is $69,936-$87,305 annually, and the resident incentive salary range for City of Milwaukee residents is $72,734-$90,798 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
Electronic Technician 2
The current salary range (Pay Range 3TN) is $73,433-$87,738 annually, and the resident incentive salary range for City of Milwaukee residents is $76,370-$91,247 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
Electronic Technician 3
The current salary range (Pay Range 3UN) is $77,204-$92,244annually, and the resident incentive salary range for City of Milwaukee residents is $80,292-$95,934 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education, experience
and/or responses to supplemental questions; a written or performance test, a
structured interview, or other assessment methods. The Department of Employee
Relations reserves the right to call only the most qualified candidates to
structured interviews and performance examinations. Structured interviews may
include written exercises. Selection process component weights will be
determined by further analysis of the job.
