Introduction

Purpose
Vehicle Services Technicians inspect, maintain, and repair
operating systems of various automobiles, light trucks, vans, heavy trucks, and
equipment.
The department may fill positions at the Vehicle Services Technician 2 or 3 level, based upon candidate qualifications. Candidates will be placed on the highest-level list for which they qualify.
Current vacancies are for the second shift (4:00 PM to 12:00
AM). First shift vacancies are expected at a later date.
Essential Functions
VEHICLE SERVICES TECHNICIAN 2
- Perform duties related to the maintenance, repair, and
replacement of automotive equipment, including:
- air dryer assembly
- fuel water separator
- slack adjuster
- brake chamber, pads, and rotors
- leaf rake segments
- underbelly cutting edges
- flipper valve and assembly
- door handles, locks, and trim
- accessory drive belts
- Visually identify failed components and fluid leaks.
- Install and remove decals.
- Install telematic devices and hardware.
- Perform seasonal inspections.
- Perform simple to complex maintenance, diagnostics, and
repair of major automotive operating systems, including:
- starting, charging, and braking systems
- Electro-hydraulic control systems
- transmission, electronic and engine mechanical control systems
- mechanical transmission and drivetrain
- climate control and HVAC systems
- diesel particulate emission and fuel injection control systems
- Compressed Natural Gas (CNG) fuel injection control systems
- Controller Area Network (CANBUS) systems
BOTH TITLES:
- Conduct routine services such as lubricating steering, suspension, and other components; changing oil and fluids; and performing inspections for safety and operational fitness.
- Take repair orders and work independently or in consultation with shop employees, drivers, or supervisors to diagnose problems related to equipment malfunctions.
- Perform heating and cutting operations with a torch and minor welding.
- Perform minor vehicle body repair and touch-up painting.
- Test drive vehicles and test operational fitness of other equipment.
- Perform general computer input and use related manuals, diagnostic equipment, and work tools.
- Perform services during emergencies and snow and ice control operations.
Conditions of Employment
Vehicle Services Technicians must be willing and able to do
the following:
- Provide standard industry tools needed to perform the job safely and efficiently.
- Be subject to mandatory call-in for emergency duty during non-standard business hours.
- Properly lift and move objects weighing up to 50 pounds.
The preplacement medical requirements for this title include the following:
- Physical/lift test
- Audiogram
- Vision
- DOT – Drug Test
NOTE: This position is subject to U.S. Department of Transportation Regulations on Drug and Alcohol Testing, including the required release of drug and alcohol tests conducted by previous employers within two years preceding appointment and random drug and alcohol testing throughout employment with the City of Milwaukee.
Minimum Requirements
VEHICLE SERVICES TECHNICIAN 2:
1. Two years of experience overhauling and repairing automotive
equipment.
1. Three years of experience overhauling and repairing automotive
equipment.
BOTH TITLES:
2. Valid Wisconsin Driver's license at time of appointment and
throughout employment.
3. Good driving record at the time of appointment and
throughout employment.
4. Valid Commercial Driver’s License (CDL) Class B without the
air brake restriction within six months of appointment and throughout
employment.
NOTE: DPW Fleet Services will provide education and training for employees who are required to obtain a CDL for their position with the City; however, it is the employee's responsibility to obtain their CDL by completing the following:
- Passing the General Knowledge and Air Brakes portions of the Commercial Driver’s License test given by the State of Wisconsin Department of Motor Vehicles (DMV),
AND
- Passing a road test administered by an approved third-party administrator.

Desirable Qualifications
- Canadian Standards Association (CSA) Certified Compressed Natural Gas (CNG) Tank Inspector.
- National Institute for Automotive Service Excellence (ASE)
certifications in the following series:
- A1 through A8
- T2 through T8
- L1
- L2
The Current Incentive Rate for Each Certification Is as Follows:
- A1 through A8 - Master Automobile Technician = 5%
- T2 through T8 - Master Medium-Heavy Truck Technician = 5%
- Each individual certification A1-A8 or T2-T8 = 0.5%
- L1- Advanced Engine Performance Specialist = 5%
- L2 - Electronic Diesel Engine Diagnosis Specialist = 5%
- CNG Tank Inspector = 5%
Knowledge, Skills, Abilities & Other Characteristics
TECHNICAL
- Ability to effectively and efficiently maintain and repair automotive vehicles and equipment.
- Ability to use hand tools and mechanical tools associated with automotive repair and municipal equipment repair.
- Ability to completely overhaul automotive equipment.
- Ability to read and interpret service, repair, and parts manuals in hard copy and digital formats.
- Ability to repair and replace automotive or municipal equipment parts and components.
- Ability to use applicable computer operating systems, including OEM diagnostic software.
- Knowledge of safe work practices and the ability to perform work safely.
Additionally, Vehicle Services Technician 3 competencies include:
- Ability to diagnose mechanical failures and defects with or without the use of diagnostic equipment.
- Knowledge of mechanical system principles and the ability to apply operation theory to unfamiliar issues.

Current Salary
VEHICLE SERVICES TECHNICIAN 2 (PAY RANGE 7FN)
The current salary range is $67,578-$83,043 annually, and
the resident incentive salary range for City of Milwaukee residents is $70,28-$86,364. Appointment
above the minimum is possible based upon level of experience and other
qualifications and is subject to approval.
VEHICLE SERVICES TECHNICIAN 3 (PAY RANGE 7GN)
The current salary range is $69,768-$88,176 annually, and
the resident incentive salary range for City of Milwaukee residents is $72,559-$91,703. Appointment
above the minimum is possible based upon level of experience and other
qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test, a structured interview, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
