The Commission’s authority and responsibility are set forth in Wisconsin Statute Section 62.50, the Milwaukee City Charter Chapter 22.10 and the Milwaukee Code of Ordinances Chapter 314. The nine citizen board members are appointed by the Mayor and approved by the Common Council. The mission of the FPC is to ensure that the Milwaukee Fire Department, Milwaukee Police Department and Department of Emergency Communications are prepared to protect the lives and property of the residents of the City of Milwaukee.

Purpose

The Research and Policy Analyst researches public safety issues and provides recommendations to the Fire and Police Commission (FPC) Board, the Department of Emergency Communications (DEC), the Executive Director, and the Fire and Police Chiefs.

Essential Functions

RESEARCH AND ANALYSIS

  • Research and analyze safety issues such as crime data, fire suppression, personnel deployment, budget and resource allocation.
  • Review and analyze rules, regulations, policies and procedures for the Milwaukee Fire Department (MFD), Milwaukee Police Department (MPD), and the Department of Emergency Communications (DEC).
  • Identify trends in public safety operations.
  • Provide recommendations and guidance to FPC, MFD, DEC and MPD personnel regarding data gathering and analysis.
  • Prepare analyses, summaries and reports on short notice in response to critical events and issues.
  • Provide periodic reporting information, such as the FPC’s annual report, Vehicle Pursuit Report and Use of Force Report.
  • Review and analyze public safety data, including MFD monthly activity statistics, MPD Uniform Crime Reports, quarterly staffing statistics and annual discipline and complaint statistics.

DATA LIAISON

  • Maintain and provide data for the FPC website, in coordination with the City webmaster.
  • Maintain contact with professional organizations related to research and public safety.
  • Respond to telephone, written and email requests for information from City departments, external agencies, public officials, and the public.
  • Prepare written responses for signature by the FPC Executive Director.

Minimum Requirements

  1. Bachelor’s degree in public administration, public policy, urban studies, urban affairs, economics, mathematics or a related field from an accredited college or university.
  2. Two years of related professional experience performing research, statistical analysis and policy analysis.

 Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Master’s degree in public administration, public policy, urban studies, urban affairs, economics, mathematics or a related field from an accredited college or a university.

TECHNICAL

  • Knowledge of and ability to apply advanced statistical procedures to data.
  • Ability to translate statistical data into clear, concise and understandable written reports and graphical representations.
  • Ability to assess quantitative and qualitative data to produce reports.
  • Ability to research and analyze complex issues.
  • Ability to read and interpret work-related documents.
  • Proficient in using standard computer programs such as Microsoft Word, Excel, PowerPoint, and spreadsheets.
  • Ability to learn and effectively utilize statistical software, including SPSS, to perform database queries, retrieve data and produce reports.

COMMUNICATION AND INTERPERSONAL

  • Ability to work cooperatively and effectively with coworkers and residents whose backgrounds may differ from one’s own.
  • Verbal communication skills to effectively communicate with and establish effective working relationships with a variety of individuals, including elected officials, public safety personnel, Commissioners, and the public.
  • Ability to clearly communicate technical information to both technical and non-technical staff.
  • Ability to work both independently and in a collaborative environment.
  • Written communication skills, including the ability to prepare effective written reports and other communications that are thorough, clear, well-crafted, and error-free.

Current Salary

The current salary range (Pay Range 2JX) is $72,768-$95,390 annually, and the current resident incentive salary range for City of Milwaukee residents is $75,679-$99,206 annually. Appointment will be made in accordance with the City of Milwaukee Salary Ordinance.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
