Purpose

The Program Assistant III creates and maintains databases and other tracking systems for the Milwaukee Water Works hydrant inspection and flushing program, facilitates information sharing with other MWW sections and compiles related statistics and reports.

Essential Functions

Hydrant Inspection and Flushing Program Support

  • Update standard operating procedures with necessary revisions.
  • Collect, enter and track data associated with the hydrant inspection and flushing work activities in the appropriate database and/or system.
  • Prepare reports regarding program activities and report programmatic progress to stakeholders.
  • Identify issues that may impact data validity and work with Section management to resolve or modify processes.
  • Maintain Distribution Section databases and maps associated with section work activities.

Information Technology (IT) Support

  • Serve as the Distribution Section liaison with MWW’s IT Section.
  • Act as a primary contact for user issues with the wireless work order system.
  • Troubleshoot minor technical issues with the system and evaluate solutions.
  • Escalate complicated technical issues to MWW’s IT Section and/or the vendor.
  • Assist staff in the use of ArcGIS to help locate fixtures within the distribution system and to track the City's current and historic vehicle locations.
  • Coordinate and perform training of new office staff on the use of software and programs necessary to the work activities of the Distribution Section.
  • Assist the Distribution Staff with other issues involving computer equipment, such as tablets, smartphones and printers.
  • Maintain a supply of required IT-related items.
  • Research and identify new applications or IT-related solutions that may improve Section operations or efficiency.

Administrative Support

  • Maintain a log of employee cell phone numbers, cell phone providers and position/location to ensure proper notifications are sent in emergencies.
  • Add and update employee information in the CityWatch emergency callout system.

Conditions of Employment

  • Program Assistants must be able to stand, walk, stoop, push, and pull, as well as move and lift objects weighing up to 10 lbs. regularly.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.
  2. Associate Degree in office administration, business management, information technology, or a related field from an accredited college or university.
  3. Three years of administrative support experience performing duties closely related to the position.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Experience with enQuesta, Service-Link and Cognos reporting.

Technical

  • Knowledge of best practices for providing administrative support.
  • Knowledge of the principles and practices of providing customer service.
  • Ability to read and interpret job-related documents, including construction plans, as-builts, and Geographical Information System (GIS) maps.
  • Ability to effectively use standard computer programs such as Microsoft Word, Excel, and Outlook.
  • Ability to learn software and applications specific to MWW-Distribution, such as the work order database.
  • Ability to become proficient in the use of a variety of mobile devices running both iOS and Android operating systems.
  • Proficiency using database management applications and the ability to perform accurate data entry.
  • Ability to effectively operate office equipment, including telephones and copiers.
  • Ability to effectively evaluate program needs, data systems and work processes.
  • Ability to compile and analyze data and generate reports regarding program activities.

  • Written communication skills to write reports and other documents that are thorough, clear, well-crafted and error-free.
  • Verbal communication skills to work with customers, co-workers and vendors effectively.

Current Salary

The current salary range (Pay Range 5JN) is $62,229-$77,296 annually, and the resident incentive salary range for City of Milwaukee residents is $64,718-$80,388 annually.  Appointment will be made in accordance with the provisions of the City of Milwaukee Salary Ordinance.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
