Purpose

The Civil Engineer III performs engineering duties and serves as the construction engineering program office lead and is the Department of Public Works (DPW) construction materials engineer.

Essential Functions

Contract Administration and Compliance

  • Prepare and administer construction contracts, including distribution of bid notices, contract documents, and monthly and final contractor payment estimates.
  • Review, amend, and fully develop construction standard specifications.
  • Prepare newspaper advertisements for paving contracts.
  • Administer the City's material and survey consulting contracts.
  • Monitor, review, and log all correspondence related to paving bid documents and ongoing sewer, paving, traffic operations, and bridge construction contracts.
  • Provide technical guidance on plans, specifications, standard details, materials, construction practices, and applicable Wisconsin Department of Transportation (WisDOT) standards to ensure contract compliance.

Construction Project Coordination and Oversight

  • Coordinate construction activities by maintaining project records, tracking contractor progress, and reviewing inspection reports.
  • Coordinate material testing and reporting to WisDOT on paving and bridge contracts.
  • Coordinate with City staff to resolve issues and address concerns related to construction projects.

Technical Guidance, Materials and Resources

  • Provide technical guidance to field inspectors regarding interpretation of plans and specifications for sewer, water, and paving projects.
  • Advise field staff on construction methods and WisDOT practices and policies.
  • Perform material research studies, analyze material testing data, and evaluate new materials and products.
  • Order materials and equipment required for office and inspection staff.

Reporting

  • Compile and prepare annual reports.
  • Respond to and provide information related to road-life data.
  • Respond to construction-related complaints from citizens.
  • Respond to alderpersons’ inquiries and address concerns related to construction projects and paving programs.

Conditions of Employment

  •  Sedentary work may require exerting up to 10 pounds of force occasionally, sitting, walking and standing.

Minimum Requirements

  1. Bachelor’s degree in Civil Engineering from a program accredited by the Accreditation Board for Engineering and Technology (ABET).
  2. Two years of full-time, professional civil engineering experience performing inspection and/or construction related to sewers, roadways, bridges, and other transportation structures.
  3. Valid driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Registration as a Professional Engineer (PE).

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of constructions plans, quantity computation, specification writing, and specification interpretation.
  • Knowledge with engineering science and technology applications in construction and inspection.
  • Understanding of road design techniques, tools, materials, and methods.
  • Knowledge of state and federal grant/aid programs for streets and bridges, including the application and design processes and how to resolve construction related issues.
  • Proficient in Microsoft Office and ability to work with other computer application/systems.
  • Ability to read and interpret survey reports, maps, blueprints, and aerial imagery.
  • Strong math skills, including algebra, geometry, and trigonometry.
  • Knowledge and understanding of project management principles.

Communication and Interpersonal

  • Foster trust to deliver exceptional customer service through clear, timely communication with residents, officials, and community representatives.
  • Verbal communication skills to provide clear instructions and present information to employees, the public, and officials.
  • Interpersonal skills to build and maintain effective relationships with the public, contractors, officials, co-workers, and management whose backgrounds may differ from one’s own.
  • Strong written communication skills for business correspondence, technical reports, and studies.
  • Effective listening and negotiating skills for working with contractors, officials and the public.
  • Ability to collaborate for successful project completion in the best interest of the City.
  • Ability to work cooperatively, effectively, and fairly with individuals from diverse backgrounds.

Current Salary

The current starting salary range (Pay Range 2MN) is $94,758-$115,501 annually, and the resident incentive salary range for City of Milwaukee residents is $98,548-$120,121 annually.

  • Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
  • SPECIAL NOTE: Employees who possess a Professional Engineer (PE) License will be paid an additional 3%.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
