General Statement
Under general direction, performs professional work at the advanced level as principal assistant to the Budget Officer, as supervisor of the Budget Management Section of the Maintenance and Operations, Engineering or Monitoring and Research Department or with duties of comparable responsibility.

- Supervises and participates in the preparation of budget instructions and forms, in the review of departmental submissions, and in the identification of questions needed to clarify fiscal plans; participates in and directs budget meetings; directs the preparation of reports involving expenditures, revenues, staffing levels and performance data; supervises and participates in the preparation of the budget documents at successive steps of submission to ensure accuracy and the proper inclusion and sequence of contents.
- Participates in the development of strategic planning and control procedures to ensure efficient measurement and administration of fiscal plans; supervises and participates in the administration of the District's budget after its adoption.
- Supervises the conduct of organization and management studies, directing and participating in the gathering and interpretation of data, development and evaluation of policy and program options, and the preparation of recommendations.
- Supervises and coordinates the preparation and administration of contracts.
- Supervises professional and administrative support staff in the development and management of the department budgets; supervises and participates in the conduct of related staff studies.
- Assigns, supervises and reviews work; ensures staff compliance with District policies and procedures including Personnel Rules and Administrative Procedures; completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge.

- Provides general guidance related to the development and use of management information systems.
- Participates in and represents the department on ad hoc and standing committees.
- Coordinates the designs, update and prepare forms, instructions, and procedural manuals.
- Performs other duties as assigned.
Environmental Conditions
Work is performed in a typical office environment and requires the use of standard office equipment including computers.
Desirable Knowledge, Skills and Abilities
- Thorough knowledge of the techniques of budget and management analysis.
- Thorough knowledge of the principles, practices and procedures of administrative organization particularly in the public sector.
- Thorough knowledge of statistical methods.
- Thorough knowledge of public finance and public administration.
- Ability to identify complex financial and/or budgetary problems and develop and implement solutions.
- Ability to design and implement organization and program specific procedures and systems.
- Ability to analyze complex financial data for forecasting and preparation of financial plans.
- Ability to assess the accuracy and validity of financial data.
- Ability to conduct advanced level budget and management analysis studies.
- Ability to plan and supervise the work of a section or other organizational unit.
- Ability to communicate effectively, orally and in writing.
Minimum Qualification Requirements
Graduation from a four-year accredited college or university majoring in business or public administration or a related field and six years of experience in budget analysis, preparation and administration and organization and methods work, two years of which must have been in the public sector.
Substitution
Graduate study in the designated fields may be substituted for the required experience on a year-for-year basis. Additional professional experience in budget analysis, preparation and administration and/or organization and methods work may be substituted for the required education on a year-for-year basis.
Promotional Requirement
- One year of service with the District as a Management Analyst III or Senior Budget and Management Analyst.
- Civil service status in one of the foregoing classifications.
