Metropolitan Water Reclamation District of Greater Chicago

Under general direction, performs supervisory and administrative professional electrical engineering work in directing the activities of a major work section of the District.

• Supervises subordinate professional engineering, technical and support personnel in directing the activities of the Stickney Electrical Engineering Section.
• Assigns, directs, motivates and reviews work of Electrical Design Section; enforces employment guidelines and District policy; develops standard procedures and provides/arranges for training; takes necessary action or makes recommendations regarding work performance.
• Directs the investigation of electrical problems and failures, the technical supervision of electrical repair and maintenance activities, and the supervision of electrical additions made by in-plant forces; supervises the operations of plant, pumping, and collection system electrical facilities.
• Supervises electrical expansion or replacement studies; coordinates with the Engineering Department on design/contract projects; inspects completed contract work or evaluates inspections made by subordinate engineers and recommends acceptance or non-acceptance by Maintenance and Operations.
• Prepares and evaluates engineering or economic studies related to the costs of purchasing electrical power, the conduct of maintenance programs, and the feasibility and costs for various alternatives in replacing major equipment.
• Defines and establishes work objectives; coordinates work assignments and develops scheduling charts; ensures effective utilization of resources and the timely accomplishment of project goals.
• Oversees the preparation of electrical engineering designs, plans, specifications and cost analyses and ensures accuracy and adherence to District standards.
• Prepares correspondence in response to contractor inquiries and related matters.
• Prepares budget reports including the forecasting of new programs, cost evaluations and expenditure justification and monitors adherence to budgetary guidelines.
• Conducts a variety of technical studies and analyses and produces related reports including project reviews, equipment evaluations, and quarterly reports on section performance; promotes the development and use of new technology and submits related requests.
• Establishes and revises priorities for electrical mechanic group; reviews general work progress and confers with subordinate engineers and foremen as to problems encountered.

• Approves requisitions for purchase of equipment and supplies.
• Interacts with the general public through conducting plant tours and handling of complaints and information requests, and with outside agencies (USEPA, IEPA) during plant inspections.
• Performs other duties as assigned.

Typical office environment.  May use standard office equipment and computer terminals.  May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors.  May include working in all types of weather conditions throughout the plant facility and collection system.

• Extensive knowledge of the principles, practices and techniques of electrical engineering.
• Extensive knowledge of electrical, electronic and related systems and facilities as applied to large industrial type facilities.
• Thorough knowledge of wastewater engineering as it relates to electrical systems and facilities.
• Thorough knowledge of management and supervisory methods and procedures.
• Thorough knowledge of contract development and administration as related to engineering consulting services and construction or replacement projects.
• Ability to supervise and coordinate professional, technical and support personnel engaged in electrical engineering and related activities.
• Ability to direct, monitor and participate in the design of electrical systems and facilities.
• Ability to analyze, identify and recommend solutions to electrical maintenance and repair problems.
• Ability to direct and conduct economic and engineering feasibility studies.
• Ability to communicate effectively, orally and in writing.

Registration as a Professional Engineer in the State of Illinois.

Graduation from a four-year accredited college or university majoring in electrical engineering and eight years of  full-time, post-degree electrical engineering experience.  Four years of this experience must have been in work related to the District's activities, including one year of design or maintenance experience relating to computer process control of wastewater collection and treatment systems.  Three years of this experience must have been in the supervision of degreed engineers and one year must have been in an administrative capacity.

Full-time graduate study in electrical engineering may be substituted for the required non-specialized experience on a year-for-year basis to a maximum of two years.

• One year of service with the District as a Principal Electrical Engineer; or possession of a bachelor's degree in electrical engineering and one year of service with the District as a Principal Engineer, Principal Civil Engineer, Principal Mechanical Engineer, or Principal Structural Engineer.
• Civil service status in one of the foregoing classifications.
