Metropolitan Water Reclamation District of Greater Chicago

Performs supervisory, professional civil engineering work related to the operation and maintenance of facilities necessary to collect, treat and discharge wastewater.

• Serves as resident engineer on maintenance and operations contracts such as the Small Streams Maintenance Program; oversees pre-construction planning, schedules work, inspects construction activities, ensures conformity with specifications and processes contractor payments.
• Supervises a functional area or work unit within the department or plant such as building and grounds, canal operations or sewer maintenance; administers contracts related to assigned functional area; monitors compliance with permits, internal operating procedures and other District policies and/or regulatory requirements.
• Supervises and coordinates the work of engineers and technicians involved in solids processing operations at District drying sites and lagoons; prepares and ensures adherence to contract requirements; oversees the collection of activity data; review purchase order invoices and goods receipts for vendor payments.
• Prepares, reviews and modifies contract specifications; prepares contract documents; reviews contract submittals and evaluates bids; prepares and reviews correspondence related to contracts.
• Collects, compiles and distributes data and prepares reports to meet compliance requirements and for use in interdepartmental projects or studies; responds to data requests from governmental agencies or other organizations.
• Assists in budget preparation; provides cost estimates; monitors expenditures.
• Assigns, supervises and reviews work; instructs, trains and assists subordinate engineers and technicians; prepares work schedules; participates in the implementation and enforcement of District policies and procedure; takes necessary action or makes recommendations regarding work performance.

• Performs other duties as assigned.

Positions in this classification involve a combination of office work and work in the field.  Office work is performed in a typical office environment and requires the use of standard office equipment including computers.  Field work is performed outside the office and may involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors.  May include working in all types of weather conditions throughout the plant facility and collection system. May involve working in close proximity to or in conjunction with construction activities and heavy equipment.

• Thorough knowledge of professional civil engineering criteria as it applies to the design, construction, operation and maintenance of sewage treatment plant facilities, sewer collection systems and flood control systems.
• Thorough knowledge of recent process control developments, current literature and sources of information in civil engineering.
• Considerable knowledge of the methods of supervising complex engineering design construction.
• Ability to supervise field construction in accordance with plans and specifications.
• Ability to criticize and evaluate professional civil engineering design work.
• Ability to understand and interpret detailed construction schedules prepared by the critical path method.
• Ability to utilize word processors, spread sheets, data base managers, and similar applications.
• Ability to plan and supervise the work of subordinate staff.
• Ability to express oneself clearly and concisely, orally and in writing.

Registration as a Professional Engineer in the State of Illinois.

Graduation from a four-year accredited college or university majoring in chemical, civil, electrical, environmental, mechanical, sanitary, or structural engineering and four years of full-time professional engineering experience in the operation, maintenance, design or construction of wastewater treatment plants and collection systems.

Full-time graduate study in the designated fields of engineering may be substituted for the required experience on a year-for-year basis to a maximum of two years.

• One year of service with the District as an Associate Civil Engineer, Associate Electrical Engineer, Associate Mechanical Engineer or Associate Structural Engineer; or possession of a bachelor’s degree in chemical, civil, electrical, environmental, mechanical, sanitary or structural engineering and one year of service with the District as an Associate Process Control Engineer, Environmental Research Scientist, Environmental Specialist or Treatment Plant Operator III.
• Civil service status in one of the foregoing classifications.
