General Statement

Under general supervision, has immediate charge of a crew of unskilled laborers working on general cleaning and grounds maintenance at a sewage treatment plant.

Essential Job Functions

  • Assigns, supervises and reviews work; enforces District guidelines and policy; assists in resolving grievances; recommends actions determining employment status such as hiring, transfer, promotion or discharge.
  • Supervises, plans and schedules the work of assigned personnel engaged in the following activities:  routine landscaping, garbage and debris removal, facility and tank cleaning, buildings, roads and grounds maintenance, sewer maintenance activities, railroad operation and maintenance, loading and unloading materials, tools and equipment, and equipment cleaning and lubrication.
  • Directs assigned personnel in the operation of equipment and tools, including:  electric pumps, drills, and fans; jack hammers, lawn mowers, and snow blowers; sledge hammers, shovels, picks, poles and fire hoses.
  • Receives, interprets and communicates instructions regarding work activities, schedules, procedures, directives, manuals and rules.
  • Monitors, maintains records and provides reports on subordinates' work progress and completion, routine scheduled maintenance and insures adequate training of personnel as needed.
  • Orders tools, materials/supplies, and supervises the inspection and assignment of tools and equipment.
  • Provides corrective action as needed in response to emergency situations, such as: malfunctioning equipment, vehicular/personnel accidents, or disrupted operational processes.
  • Communicates on a regular basis with supervisor and other personnel to conduct, coordinate, schedule and complete assignments.

Other Job Functions

  • Conducts and participates in special projects involving operational processes, or sewage collection, sludge transport activities.
  • Conducts occasional sample collection.
  • Assists in directing traffic at job locations.
  • May represent the District with job activities in public areas.
  • Performs other duties as assigned.

Environmental Conditions

Typical office environment.  May use standard office equipment and computer terminals. May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors.  May include working in all types of weather conditions throughout the plant facility and collection system.

Desirable Knowledge, Skills and Abilities

  • Considerable knowledge of accepted principles, practices and procedures in the custodial care of buildings and grounds.
  • Ability to plan and supervise the work of others in a manner conducive to full performance on a high morale.

Minimum Qualification Requirements

Graduation from a standard senior high school or the equivalent and five years of general work experience.

Substitution

Additional experience may substitute for the required education on a year-for-year basis.

Promotional Requirement

  • One year of service with the District as a Maintenance Laborer Class "A" or two years of such service as a Maintenance Laborer Class "B".
  • Civil service status in one of the foregoing classifications.
