POSITION PROFILE FOR AGRICULTURE FIELD INSPECTOR

Oklahoma Department of Agriculture, Food & Forestry (ODAFF) Agriculture Field Inspector shall:

1.  Conduct livestock market reporting and/or animal health inspections at locations including but not limited to: cattle auctions, horse auctions, sheep and goat auctions, poultry sales, poultry hatcheries, feedlots, state borders, state fairs, livestock exhibitions, bucking stock sales, barrel racing futurities, farms, and ranches.

2.  Collect samples and/or conduct serological tests for livestock and poultry diseases, including but not limited to: collection of blood, milk, and tissue from cattle, horses, sheep, goats, domestic and feral swine, deer, elk, fish, and poultry..

3.  Issue quarantines and animal health permits to producers.

4.  Conduct traceback/traceforward investigations to determine the origin and disposition of diseased and/or exposed livestock.

5.  Complete and submit all applicable state and federal forms and reports in an accurate and timely manner utilizing pen and paper or electronic methods.

6.  Be subject to on-call, stand-by, travel, overnight stays, and weekend work.  Outdoor working conditions will include all types of weather.

7.  Be required to cover duties for other inspectors in other areas of the state.

8.  Have the physical ability to perform tasks including but not limited to:  gathering of animals, penning, sorting, and restraining live cattle, horses, sheep, goats, domestic and feral swine, cervidae, and poultry.  This will include the use of hands, ropes, halters, gates, hand snares, head gates and chutes, set up of panels, head gates, portable chutes, and generators.  It is necessary to have the ability to move quickly and climb fences.

9.  Have the physical ability to properly wear Personal Protective Equipment (Tyvek Coveralls and N-95 Respirator) and work in an enclosed environment such as a poultry house.

10. Be adept at basic computer skills including Microsoft Word and Excel, attachment of documents to emails, filling in electronic forms, and rename documents and save them in document files and folders.

BASIC PURPOSE

Positions in this job family are assigned responsibilities involving planning, conducting, coordinating and supervising technical and professional work operations related to an assigned agricultural program or in an assigned area or district to ensure compliance with applicable federal and state laws, rules, and regulations and to provide protection for consumers and others within the industry.  Responsibilities include performing inspections, grading, reporting, samplings, surveys, and investigations, reviewing and approving federal grants, providing consultative services, and specialized functions such as market reporting.

LEVEL DESCRIPTORS

This job family consists of five levels which are distinguished based on the complexity of job assignments, the level of expertise required to perform assigned duties, and the responsibility assigned for the leadership of others or the management of assigned functions.

Level I:
This is the basic level of this job family where employees are assigned duties and responsibilities involving beginning level work in a training status to build their skills in conducting investigations, performing basic professional analysis and interpreting state and federal laws, rules and regulations concerning agricultural products and services.  In this role they will be involved in the evaluation of inspection and survey data, preparing technical records and reports, and assisting in making recommendations concerning remedial action to correct environmental or water problems.
 

MINIMUM QUALIFICATIONS

Level I:
Education and Experience requirements at this level consist of a bachelor’s degree in an agricultural, biological, plant, animal, physical or natural science, food technology, or a closely related field; or an equivalent combination of education and experience; or possession of the appropriate USDA license prescribed by the contract creating the position.
