BASIC PURPOSE OF POSITION
Under administrative direction of Chief Coordinating Officer plans, organizes, coordinates & directs the administration of Oklahoma Child Care Services (CCS).
*Plans, organizes & directs development & implementation of CCS program to include regulatory program to license child care facilities & development & implementation of state plan to meet requirements of Child Care Development Fund; coordinates efforts with other divisions & human services entities to assure agency is represented in local, district & multi-district cooperative social services ventures;
*Directs development & implementation of goals, policies & procedures for CCS; coordinates activities within division to ensure uniform application; coordinates work with other divisions of Oklahoma DHS;
*Directs development of quality system to ensure services are appropriately provided;
*Directs development & implementation of communications systems to ensure managers, supervisors & employees are informed on current policies, procedures & cross-divisional activities & ensure uniform implementation, efficient & effective delivery of services & gather feedback on proposed changes & problems;
*Participates in Agency administration; ensures CCS activities are consistent with mission & aid in achievement of goals & objectives;
*Directs formulation & evaluation of budget recommendations for CCS to provide effective & efficient use of resources & achievement of program objectives; determines organizational lines of authority & accountability;
*Applies current rules & regulations with respect to selection, appointment, promotion & retention of personnel; maintains in-service program for training staff; directs & assists in staff supervision; evaluates staff performance;
*Evaluates, interprets & makes recommendations on enacted & proposed state & federal legislation; directs development of policies, rules, regulations & procedures to ensure uniform implementation, monitoring & control;
*Represents agency at meetings & hearings; reviews & makes recommendations on personnel & administrative issues
*Ensures compliance with state & federal requirements through:
*Implementing & monitoring budget work plans, funding requests, contracts, expenditures & program reports to state & federal government, new developments in state & federal statutes & regulations
*Performs related work as needed
KNOWLEDGE, SKILLS, & ABILITIES
*Ability to coordinate multiple priorities across program lines;
*Development of staff through personal leadership & strong interpersonal skills;
*Knowledge of state & federal laws, rules, regulations & policies related to child development programs & human services administration;
*Superior oral & written communication skills
*High level of managerial talent, ethical business judgment & knowledge of agency's policy & procedures
Completion of requirements for a master's degree in early childhood education, child development, social work, business or public administration, behavioral science or closely related field AND 8 years of professional level experience in human services or closely related work, including 4 years in administrative or supervisory capacity; OR equivalent combination of education & experience
Note: No substitution is permitted for required administrative or supervisory level experience.

This is a full-time unclassified state position with full state retirement & insurance benefits, including paid health, dental, life, & disability insurance. Annual leave of 10 hours per month & sick leave of 10 hours per month begin accruing immediately.
