Under administrative direction of the Deputy Director of Child Welfare Foster Care and Adoptions Program, this position plans, administers, and coordinates assigned operational functions or programs with the division; acts as immediate supervisor for Program Staff.
Directs & coordinates all operational services of assigned program within area; assists in setting the operational standards of the program to comply with federal & state regulations & guidelines; participates in the development of cooperative system-wide policies and procedures consistent with federal & state laws pertaining to the operational administration of programs for services to clients, employees, applicants & the public; develops procedures to implement policies, rules & regulations. Analyzes & evaluates program effectiveness; directs program needs assessments; reviews & analyzes information from studies & projects for immediate & long range program development; advises staff and other interested groups of the proper interpretation. Plans, supervises & coordinates staff activities, including assessment of staff needs, staff training, assignment of work, the effective use of staff and the establishment of standards of performance; selects, manages & evaluates staff; may have direct supervision of subordinate programs of the division(s) or units and ensures that programs are coordinated with appropriate divisions. Represents the agency at various meetings and hearings; investigates and resolves sensitive personnel and administrative problems. Performs related work as required and assigned.
Knowledge of federal and state laws and regulations relating to the administration of human services or human resources; comprehensive knowledge of the principles, methods and practices of the various programs being administered ; thorough knowledge of the organization, development and administration of the human service or human resources programs managed. Understanding of methods used to plan, gather, organize and analyze information, which is significant and relevant to the assigned program. Skill in planning, coordinating and evaluating the activities of multiple work units; in establishing and maintaining effective relationships with state officials, employees, applicants and the public; in oral and written communications of all types; and in interpreting, analyzing & resolving highly complex administrative & personnel problems.
Completion of the curriculum requirements for a master's degree in social work or related human services field, and 4 years of professional managerial or administrative experience in public health administration, social work, guidance & counseling, intellectual disability, probation & parole, public administration or personnel administration; or an equivalent combination of education & experience, substituting 1 additional year of year for qualifying experience for each year of the required education.
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.
This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
