OSDH is seeking a full time Program Grant Consultant providing support to Child Guidance Service. This is an unclassified position in state government, located in Child Guidance Service.

The annual salary for this position is up to $40,483.04 based on education and experience.

Description:
This position provides administrative and fiscal support for Family Support & Prevention Service including the Maternal Infant and Early Childhood Home Visiting grant programs, and serves as an advisor to the Program Director and departmental Administrative Program Managers related to program funding and contract monitoring.

Duties include, but are not limited to:
Managing and coordinating programmatic administrative activities for Family Health Service Administration within the Oklahoma State Department of Health.

Day-to-day programmatic administrative management and operations; includes programmatic coordination and monitoring of purchases, compliance, contracts, grants, and budgets; monitoring budgets and assuring appropriate expenditure of funds in line with federal, state, and grant regulations and rules; managing program requisitions, purchase orders and contracts as needed for services, products. 

Serves as the program point of contact, and the liaison with the Oklahoma State Department of Health Financial Services budget analysts, contract and grants management staff, and contractors.

Education and Work Experience:
Bachelor’s degree in Business or Finance and 1 year of experience in Finance and or budgets and contracts.  OR an Associates’ Degree in Business or Finance and 3 years of experience in finance and or budgets and contracts; OR High school diploma or GED and 6 years of experience in Finance; and or budgets and contracts. 

Knowledge, Skills and Abilities:
Knowledge of the methods of organization and management; of public administration; of agency policies and procedures; of grant or contract program requirements; of the legislative process; of basic research and statistical techniques; of federal and state laws and regulations to administration of assigned programs; and supervisory principle and practices.

Title 74, 840-5.5. (A)(4) - Persons employed with one-time, limited duration, federal or other grant funding that is not continuing or indefinitely renewable.  The length of the unclassified employment shall not exceed the period of time for which that specific federal funding is provided.

Position requires possible response to public health emergencies including, but not limited to, natural disasters, disease outbreaks, or catastrophic events.

The Oklahoma State Department of Health is tobacco free.  Employees are prohibited from using tobacco products throughout all indoor and outdoor areas of premises under the control of the Oklahoma State Department of Health, in all vehicles on those premises, and in state vehicles in use for OSDH business anywhere.
