BASIC PURPOSE OF POSITION
Position manages & supports a team of Program Managers who are responsible for the major comprehensive multi-functional Permanency programs of Permanency Planning, Oklahoma Successful Adulthood, Trauma, and Children & Family Services Review.
Develops policies, rules & regulations consistent with federal & state laws pertaining to the administration of programs; develops procedures to implement policies, rules & regulations;
Directs studies of needs; reviews & analyzes information from studies & projects for immediate & long range program development; advises subordinate program managers & other interested groups of the proper interpretation; participates in top level management meetings involving the formulation, development & effectuation of policy regulations & programs, & in recommending for the development or modification of legislation to further refine & effect a more efficient & sophisticated operation;
Plans, supervises & coordinates activities, including assessment of staff needs, assignment of work, the effective use of staff, & the establishment of standards of performance; provides direction & supervision of performance; provides direction & supervision of the staff in planning, promoting, & coordinating services in accordance with agency policies & regulations;
Observes through periodic reports, administrative reviews, & visits, the entire program & participates in the evaluation of the program; supervises through subordinate personnel & develops controls to assure accountability for program operation, policy implementation, & the maintenance of standards of
efficiency in various units;
Plans & cooperates with other program administrators/managers in the development of cooperative system-wide policies & procedures for services to clients, employees, applicants & the public;
Develops, establishes, & maintains sound personnel policies & practices; participates in the selection of persons for educational scholarships; directs staff training programs of the division or units & ensures that programs are coordinated with the appropriate divisions; &
Represents the agency at various meetings and hearings; investigates & resolves sensitive personnel & administrative problems.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
Knowledge of federal & state laws & regulations relating to the administration of human services; comprehensive knowledge of the principles, methods & practices of the various programs being administered; comprehensive knowledge of the organization, development & administration of the human service programs managed; & Skill in planning, coordinating & evaluating the activities of multiple work units & divisions engaged in a broad range of functions; in establishing & maintaining effective relationships with state officials, employees, applicants & the public; in oral & written communications of all types; & in interpreting, analyzing & resolving highly complex administrative & personnel problems.
Completion of the curriculum requirements for a master’s degree, and 4 years of professional managerial or administrative experience* in public health administration, social work, guidance and counseling, intellectual disability, probation and parole, public administration or personnel administration; or an equivalent combination of education and experience, substituting 1 additional year of qualifying experience for each year of the required education.
*Professional experience in the fields listed must have been the primary job responsibility to be considered as qualifying. Incidental performance of professional work in any area(s) shall not be considered.
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening. Veteran's preference points do not apply to this position.
This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
