DEFINITION

(Unclassified)

To assist in planning, organizing, directing, managing, and administering various program areas within the Planning Services Division, including current planning, code enforcement, front counter services, an administrative unit, and other similar programs; to participate in the development and implementation of the division’s goals and objectives; to serve as the County's Zoning Administrator and Parcel Review Committee Chairperson; and to provide highly responsible, complex, and technical support to management staff.

DISTINGUISHING CHARACTERISTICS

This is a single position class that exercises full line and functional management responsibility for assigned employees within the Planning Services Division and assumes substantive and significant responsibility for operations and services related to planning, code enforcement, and zoning administration.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Planning Director - Planning Services Division and/or higher-level management staff.

Exercises direct supervision over management, supervisory, professional, technical, and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Assist the Planning Director – Planning Services Division in managing and directing the Planning Services Division, including current planning, code enforcement, front counter, an administrative unit, and other similar programs.
  • Assist in the development and implementation of division goals, objectives, policies, and procedures; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  • Plan, prioritize, assign, supervise, and review the work of staff; participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to ensure efficient and professional operations.
  • Oversee the operations of the current planning unit; direct, manage, and monitor project assignments; review technical documents related to economic, fiscal, land use, natural resources, and the California Environmental Quality Act (CEQA); collaborate with Environmental Coordination Services to prepare and publish CEQA documents; advise management and county executives on land use matters related to current planning projects; interpret and administer applicable zoning and county land use regulations; respond to subpoenas, testify, and make presentations in court related to current planning projects; conduct presentations at MAC meetings, public workshops, town hall meetings, and other community events; develop community engagement strategies.
  • Oversee the operations of the code enforcement unit; provide executive and administrative oversight to the Code Enforcement Manager; develop and execute the code enforcement program; develop and maintain standard operating procedures for complaint responses and patrol policies; monitor and manage code enforcement inquiries and assignments generated by Board members and county executives, including providing annual updates to the Board; coordinate with County departments and outside agencies on various code violations and enforcement actions; prepare reports and conduct presentations on code enforcement program status; research and monitor trends and developments in code enforcement activities within other jurisdictions.
  • Oversee the operations of the planning front counter; plan, direct, and prioritize front counter assignments and projects; develop, maintain, and implement standard operating procedures related to front counter permit processing; evaluate, manage, and modify permitting operations and activities to ensure efficient workflows; coordinate with other divisions and departments to ensure seamless service delivery; manage schedules to ensure adequate front counter coverage; prepare and analyze monthly reports and graphics to evaluate permit and customer volumes, identify trends, and create projections.
  • Oversee the operations of the planning administrative unit; monitor administrative assignments and workflows; develop and implement standard operating procedures for processing land use entitlement applications, public hearing packages, and record maintenance; coordinate with the Clerk of the Board on Zoning Administrator, Planning Commission, and Board of Supervisors public hearings; review and finalize documents and materials prepared by administrative staff.
  • Serve as the County’s Zoning Administrator for planning and land use entitlement requests; conduct public hearings for planning matters and ensure fairness and due process; review project applications, staff reports, CEQA documents, and other related materials to make informed decisions; perform field reviews of project sites to gather pertinent information and assess project impacts; engage with project applicants, the public, and staff to address questions and concerns; exercise professional judgment and discretion to ensure projects comply with all applicable laws and regulations.
  • Serve as the County’s Parcel Review Committee Chair; oversee hearings for Minor Land Division and Minor Boundary Line Adjustment applications; review and interpret codes; perform field reviews to gather pertinent information; serve as the County’s subject matter expert on the California Subdivision Map Act; engage with project applicants, the public, and staff to address questions and concerns; exercise professional judgment and discretion to render decisions.
  • Lead stakeholder engagement within the building industry; collaborate with other divisions, departments, and external stakeholders to identify and implement process improvement initiatives; lead public outreach and educational efforts related to division projects and initiatives.
  • Lead special assignments and highly complex projects, including code and ordinance amendments and manual updates; manage technological advancements, including Accela reporting and DigEplan integration, to enhance operational capabilities and streamline processes.
  • Conduct fee analyses and updates to ensure financial sustainability.
  • Assist in division budget development and administration; prepare cost estimates for budget recommendations; gather and analyze revenue data; participate in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and control expenditures.
  • Represent the division to the public, stakeholders, and other agencies in a professional, positive, and productive manner; participate in outside community and professional groups and committees; provide technical assistance, as necessary.
  • Coordinate division activities and projects with other land development departments within the County administrative structure.
  • Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Six (6) years of increasingly responsible experience in land use planning and development, including two (2) years of supervisory responsibility. 
 
Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in public or business administration, land use, urban planning, regional planning, environmental planning, or a related field. 
Required License or Certificate:
  • May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

  • Organize, direct, and implement comprehensive planning, code enforcement, front counter, administrative, and zoning administration activities and programs.
