DEFINITION

To plan, organize, and supervise staff engaged in processing County payroll in the Auditor-Controller’s office; to assist in planning, organizing, and directing countywide payroll activities and oversee the processing of payroll; to provide assistance to county departments and special districts; to personally perform a variety of complex payroll accounting functions and resolve complex issues; and to ensure accuracy and compliance with all applicable payroll laws, rules, and regulations.

DISTINGUISHING CHARACTERISTICS

The supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and are responsible for a program area within a work unit or department. This class is distinguished from the Payroll Manager in that the latter has overall management responsibility for the division.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Payroll Manager and/or assigned higher-level management staff.

Exercises direct supervision over professional, technical, and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

  • Plan, prioritize, assign, supervise, and review the work of staff involved in payroll processing activities, including time tracking, absence, pension reporting, disability payroll management, special district payroll support, and related functions.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
  • Assist in evaluating operations and activities of the work unit; recommend improvements and modifications.
  • Perform complex payroll calculations, error review, and resolution related to payroll processing activities. 
  • Audit, analyze, and reconcile system data and reports and review the work of staff to ensure accuracy of transactions, calculations, and payments for wages, benefits, deductions, tax withholdings, tax returns and submissions, retirement contributions, pension reporting, disability payroll management, and related items; make corrections, resolve discrepancies, and submit adjustments.
  • Calculate, review, and submit payroll payments and associated documentation to the appropriate federal, state, and local agencies, including other County departments or special districts.
  • Develop and provide business requirements for payroll and timekeeping software; coordinate with assigned staff for system set up and testing; recommend changes or updates for enhanced functionality. 
  • Develop procedures, job aids, or other payroll guides; update guides as needed to remain current with changing technology and/or procedures; ensure staff are fully trained in operational policies and procedures.
  • Maintain ongoing awareness of changes to tax laws, memoranda of understanding, policies and procedures, and other federal, state, and local laws, rules, and regulations related to payroll processing activities; review staff work and division policies and procedures for compliance.
  • Interpret and explain operating procedures, rules, and regulations related to payroll processing.
  • Assist in the coordination of payroll audits; provide required information and reporting data; ensure the availability and accuracy of required reports and payroll data.
  • Represent the County and the Auditor-Controller’s Office to the public and other agencies and organizations; participate in outside community and professional groups and committees; attend applicable trainings and conferences.
  • Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Four (4) years of increasingly responsible professional level experience in payroll processing or accounting.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field.

Required License or Certificate:
  • May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

MISCELLANEOUS INFORMATION

Length of Probation: 
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
