To plan, organize, manage, and serve as an advisor in support of Board of Supervisors staff in areas such as organizational development, staffing, business process, policy, procedural, legislative analysis, and other related areas; to research and analyze practices and procedures and develop recommendations for organizational, programmatic, policy, and procedural improvements; to coordinate board priorities with internal and external stakeholders; and to provide highly responsible and complex professional assistance to elected Board members and their staff.

DISTINGUISHING CHARACTERISTICS


The Manager level recognizes positions that provide full line and functional management responsibility for a division or program area within a department. 

This single position classification is responsible for planning, organizing, reviewing, and evaluating work related to the activities of the Board of Supervisors division. This position serves as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. 

This class is distinguished from the Board Support Services Coordinator by having management responsibility for short- and long-term planning and development and administration of the Board of Supervisors division within the County Executive’s Office (CEO), whereas the latter is more focused on providing day-to-day administrative support for Board members and their staff.

SUPERVISION RECEIVED AND EXERCISED


Receives general supervision from the County Executive Officer or their designee. 

Exercises direct supervision over supervisory, professional, technical, and clerical staff, as assigned.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Assume full management responsibility for administrative, operational, and programmatic activities and analyses for the Board of Supervisors’ core support team, including organizational development, staffing, business process, policy, procedural, program management, and legislative analysis. 
  • Develop, recommend, and implement program goals and objectives for the Board of Supervisors division. 
  • Provide leadership and supervision to supervisory, technical, and administrative support staff, either directly and through subordinate staff; coordinate staff training; participate in selection of staff; conduct performance evaluations; recommend and implement discipline procedures as appropriate; organize, assign, review, and evaluate work products, methods, and procedures. 
  • Plan, coordinate, implement, promote, and oversee Board Support Services division operations, projects, and initiatives; oversee and participate in the development and implementation of goals, objectives, policies, procedures, and priorities; oversee and participate in the development and implementation of strategies and work plans for the achievement of these goals. 
  • Manage the development and administration of the Board Support Services budget and Revenue Sharing Program; work with CEO staff to direct the forecast of additional funds needed for staffing and resources; direct the monitoring of and approve expenditures; coordinate space needs and facilities related requests, including managing leases; direct and implement adjustments, as necessary. 
  • Provide managerial support and training to the members of Municipal Advisory Councils established by the Board of Supervisors. 
  • Attend meetings as needed; prepare reports of proceedings, and brief Board members and Board support staff on pertinent issues, follow-up, changes, and public sentiment. 
  • Represent the CEO’s office and the Board of Supervisors to the general public; respond to and resolve, as appropriate, citizen complaints concerning County operations, procedures, or policies; and assist the public regarding expressed concerns or problems. 
  • Confer and coordinate with various County officials, departments, and Board support staff to develop district specific and general information for staff; provide accurate and appropriately detailed information in response to inquiries from members of the public, organizations, and other public agencies; and provide referral to other sources when appropriate. 
  • Manage, lead, and participate in internal and interagency technical work groups to gather information for policy and decision-making and to serve as an advisor in advancing and representing the priorities and interests of the division. 
  • Interpret the business needs in support of the Board of Supervisors’ priorities and identify and analyze critical issues; recommend solutions and resolve complex problems; develop new processes and procedures to meet requirements and anticipated changes; advise staff and management on changes. 
  • Serve as a liaison between the Board of Supervisors’ core support team and federal and state legislators, other government entities, interest groups, the County Executive Officer, and other stakeholders to advance and represent the priorities and interests of the Board of Supervisors and County. 
  • Research and evaluate the effect of current and pending legislation affecting the Board of Supervisors programs; prepare critiques and research papers; advise County Executive management and/or Board members and recommend and implement policy and procedural changes. 
  • Make presentations to the public, community groups, various committees, and elected boards. 
  • Oversee the coordination of Board of Supervisors agenda items and background materials for Board-initiated agenda items; follow-up with affected County departments to ensure agenda calendaring for response. 
  • Oversee the monitoring of constituent inquiries, pending board items, projects, conferences, and meetings; and follow up and review status with the responsible department, individual, organization, or agency. 
  • Oversee and direct Board of Supervisors general outreach and response coordination; develop district-specific and general information for Supervisors, District Staff, and Board of Supervisors staff to use in sharing updates on county programs, services, events, accomplishments, and challenges. 
  • Build and maintain positive working relationships with co-workers, other County employees, the community, outside agencies, and the general public using principles of good customer service. 
  • Perform related duties as assigned.

WORKING CONDITIONS


Work is typically performed in an indoor office environment with controlled temperature conditions and may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: 

Experience: Five (5) years of increasingly responsible work experience managing programs and/or conducting detailed analysis requiring the preparation and submission of findings with recommendations. 

Training: Equivalent to a bachelor’s degree from an accredited college with major course work in public or business administration, political science, or a related field. 

Required License or Certificate: 
  • May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Ability to:
