DEFINITION

To plan, organize, direct and manage the activities of the Building Maintenance Division within the Facility Services Department including technical and general maintenance, renovation, and custodial responsibilities; to coordinate building maintenance activities with other divisions, departments, and outside contractors; and to provide highly complex assistance to the Director of Facility Services or management designee.

The Superintendent level recognizes positions that provide full line and functional management responsibility for a division or program area within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Director of Facility Services or management designee.
 
Exercises direct supervision over supervisory, building maintenance, custodial, and administrative support personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following: 

  • Develop and implement Division goals, objectives, policies and procedures; review and approve policies and procedures of individual work sections.  
  • Direct, oversee and participate in the development of the building maintenance work plan; assign work activities, projects and programs; monitor work flow of the Building Maintenance Division; review and evaluate work products, methods and procedures.
  • Plan, organize, and direct Building Maintenance Division activities including the maintenance, repair, and upkeep of County facilities and administration of associated contracts.  
  • Prepare the Building Maintenance Division budget; including facilities master planning, costs analysis, and fund forecasting; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.  
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
  • Procure, negotiate, develop, and administer a wide variety of contacts.
  • Oversee the management of the more complex projects; ensure that all projects are properly and effectively managed and executed; research and resolve the more difficult and sensitive issues with internal and external customers and outside contractors.
  • Direct and manage a comprehensive preventative maintenance program.
  • Investigate complaints and recommend and ensure implementation of corrective action for resolution.
  • Direct the use of a comprehensive automated maintenance management system.
  • Build and maintain positive working relationships with co-workers, other County employees, outside contractors, and the public using principles of good customer service.  
  • Represent the Division to outside agencies and organizations and contractors; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research, prepare, and present technical and administrative reports; prepare written correspondence.  
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of progressively responsible experience in building trades, construction management, or facilities management, including at least three years of relevant supervisory/management responsibility.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, construction technology, architecture, engineering, facilities maintenance or a related field.

Required License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

Ability to:

  • Organize and direct Building Maintenance Division operations.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at a desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and to communicate through written means; regularly lift heavy weight.
  • Perform the most complex work of the Division.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
