DEFINITION

To assist the Public Works Manager assigned to Fleet Services in planning, organizing, and directing the activities of the Fleet Services Division within the Public Works Department; and to provide highly responsible staff support to the Public Works Manager and department management staff.

DISTINGUISHING CHARACTERISTICS

The Assistant Superintendent level recognizes positions that provide full second-line, direct supervision to employees within a division and/or assume substantive and significant administrative responsibility in several defined areas or specialties. 

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Public Works Manager assigned to Fleet Services.

Exercises direct supervision over supervisory, technical, and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • In the absence of the Public Works Manager, assume the higher-level responsibilities as needed.
  • Assist the Public Works Manager in managing and directing the Fleet Services division; assist division staff with solving operational and administrative problems.
  • Assist in developing division goals and objectives; assist in the development and implementation of policies and procedures; oversee Public Works Department safety programs.
  • Assist in planning, organizing, and directing Fleet Services activities.
  • Develop and implement the Fleet Services work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  • Plan, oversee, and facilitate the division’s fixed asset purchases; coordinate with vendors on quotes and procurement; monitor fixed assets to budget.
  • Serve as administrator for Fleet Service software; input and maintain fixed assets; ensure accuracy of data and proper billing to other departments.
  • Supervise office support activities.
  • Oversee fuel card program, including the creation and management of fuel cards for all County departments; oversee County vehicle pool activities.
  • Prepare various reports on operations and activities; research and prepare technical and administrative reports; prepare written correspondence.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staffing, equipment, materials, and supplies; monitor and control expenditures.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to maintain the efficient and professional operation of assigned work unit.
  • Represent the division to outside agencies, organizations, and vendors; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Build and maintain positive working relationships with coworkers, other county employees, and the public using principles of effective customer service.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience in the maintenance and repair of automotive or heavy equipment, or fleet management, including two (2) years of supervisory responsibility.

Training: Equivalent to an associate’s degree with major course work in business or public administration, organizational management, or a related field.

Required License or Certificate:

  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

  • Organize, implement, direct, and supervise Fleet Services operations/activities.

  • Supervise, train, and evaluate assigned staff.

  • Use modern office equipment and technology, including computers and applicable software.
  • Assist in performing the most complex work of the division.

MISCELLANEOUS INFORMATION

Length of Probation:
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
