DEFINITION

To plan, organize, direct, and manage real estate services activities in assigned department including planning, developing, acquiring, leasing, and managing real property; coordinate property management activities with other divisions and departments; and provide highly complex staff assistance to executive management.

DISTINGUISHING CHARACTERISTICS

The Real Estate Services Manager job class recognizes positions that provide full line and functional management responsibility for a division or program area within a department. Incumbents in this job class provide responsible administrative, operational, and program management in assigned department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher level management staff. 

Exercises direct supervision over supervisory, professional, technical, and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Develop and implement county department, division, and program area goals, objectives, policies, and procedures.
  • Plan, organize, and direct real estate activities including planning, developing, negotiating, acquiring, leasing, and managing real property; coordinate tenant improvements, services, payment, and collection of rent.
  • Direct, oversee, and participate in the development of assigned departments work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  • Prepare the division or program area budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
  • Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; work with employees to correct deficiencies; recommend discipline; implement discipline procedures as directed.
  • Perform diagnostics, prepare reports, correspondence, agreements, graphs, and tables; make presentations at public meetings as required.
  • Build and maintain positive working relationships with co-workers, other county employees and the public using principles of good customer service.
  • Represent the division or program area to outside agencies, organizations, and the public; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is performed in both an indoor office environment and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:  

Experience:   

Five (5) years of increasingly responsible experience in real property management or real estate services, including two (2) years of supervisory responsibility.

Training:   

Equivalent to a bachelor’s degree from an accredited college or university with major course work in public or business administration, facility management, property management, construction management, architecture, civil engineering, project management, communications, land use and urban development, finance, real estate, or a related field.

Required License or Certificate: 

May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: 
  • Principles and practices of real property management and land use, including marketing, leasing, property acquisition, real property development, and real estate finance. 
  • Principles and practices of project and contract administration, including project budget management, basic accounting, contract law, and negotiations. Pertinent local, state and federal rules, regulations, guidelines, procurement policies, and laws, including real property contract law, real estate laws, and applicable county codes and policies.
  • Regulations and procedures relative to real property development.
  • Statistical methods and analysis and use of statistical reports.
  • Advantages and disadvantages of various types of leases.
  • Modern office procedures, methods, and computer equipment.
  • Computer software, including word processing, spreadsheet, database, and graphics applications. 
  • Principles and practices of policy development and implementation. 
  • Principles and practices of organizational analysis and management.
  • Budgeting procedures and techniques.
  • Principles and practices of supervision, training, and staff management.
Ability to: 
  • Organize and direct division or program area operations.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations, and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules; and explain and interpret policy.

  • Perform the most complex work of the division or program area, including managing multiple projects and assignments.
  • Understand and interpret and explain land development plans.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

  • Interpret and apply county and department policies, procedures, rules, and regulations.
  • Prepare and administer a budget.

MISCELLANEOUS INFORMATION

Length of Probation: 
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
