DEFINITION

To assist the Public Works Manager and higher-level management in planning, organizing, and directing the operations of the Road Division within the Public Works Department, including road maintenance and repair, traffic striping, tree trimming and removal, and street sign fabrication and installation; to coordinate roads activities with other divisions, departments, and agencies; and to provide highly responsible assistance to the Public Works Manager and/or higher-level management staff.

DISTINGUISHING CHARACTERISTICS

The Assistant Superintendent level within the Equipment Operator series recognizes positions that provide direct supervision to employees within a division, including second-line supervisors, and/or assume substantive and significant administrative responsibility in several defined areas or specialties.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Public Works Manager or higher-level management staff.

Exercises direct supervision over supervisory, maintenance, and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist the Public Works Manager in planning, organizing, managing, and directing division activities, including road maintenance and repair, traffic striping, tree trimming and removal, and street sign fabrication and installation.
  • Assist with the development and implementation of division goals, objectives, policies, and procedures. 
  • Coordinate the activities of work units with other divisions, departments, and governmental and private agencies.
  • Direct, oversee, and participate in the development and implementation of the division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  • Administer and supervise the snow removal program, including overseeing contractors and equipment, coordinating and communicating with stakeholders, and staffing snow removal operations.
  • Prepare various reports on operations and activities; research and prepare technical, fiscal, and administrative reports; prepare written correspondence.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; participate in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and control expenditures.
  • Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to maintain efficient and professional operations.
  • Develop, negotiate, and administer contracts; ensure compliance with County standards and specifications; oversee the work of outside contractors; research and resolve the more difficult contractor issues.
  • Represent the division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as needed.
  • Ensure compliance with established federal and state legislation, regulations, and department policies and procedures; recommend corrective action as needed.
  • Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is performed in both an indoor office environment with controlled temperature conditions and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience in road construction, maintenance, and repair, including two (2) years of relevant supervisory responsibility.

Training: Equivalent to an associate’s degree from an accredited college with major course work in public administration, business administration, construction management, or a related field.

Required License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

MISCELLANEOUS INFORMATION

Length of Probation:
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
