DEFINITION

Under general direction, assists the Director of Agriculture, Parks, & Natural Resources in planning, organizing, directing, and managing the activities of the Division of Parks, Trails & Open Space; coordinates parks activities with other divisions and departments and provides highly complex staff assistance to executive management staff.

The Administrator level recognizes positions that provide full-time line and functional management responsibility for a division or program area within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Director of Agriculture, Parks, & Natural Resources.

Exercises direct supervision over professional, supervisory, technical, maintenance, and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following: 
  • Develop and implement division goals, objectives, policies, and procedures.
  • Manage the maintenance and operations of county parks, beaches, open space, trails, and landscaping.
  • Oversee the preparation and implementation of the parks and trails master plan, including environmental and fiscal impacts; plan, organize, and lead the County Parks capital improvement program
  • Prepare and present studies, reports, and recommendations to boards and commissions; provide staff assistance to various commissions and advisory groups; may act as staff to the Placer County Parks Commission.
  • Plan, organize, and direct division activities including land acquisition and park planning, design, development, and improvement. 
  • Develop the division work plan, assign work activities, projects, and programs, monitor workflow, review, and evaluate work products, methods, and procedures. 
  • Plan, coordinate, and monitor progress on complex park, trail, and open space development and improvement projects; provide instruction, direction, and guidance regarding project steps, requirements, timelines, and relevant policies and procedures; ensure adherence to regulations, policies, procedures, and budget. 
  • Participate in budget preparation and administration; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget. 
  • Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the division. 
  • Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service. 
  • Represent the division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance, as necessary. 
  • Research and prepare technical and administrative reports; prepare written correspondence. 
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in both an indoor office environment with controlled temperature conditions and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible experience in park planning, design and development, including two (2) years of supervisory responsibility. 

Training: 

Equivalent to a bachelor's degree from an accredited college or university with major course work in landscape architecture, parks and recreation, environmental design, or a related field. 

Required License or Certificate: 
  • May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
  • Principles and practices of park, trail, and open space planning and development, and recreation facility and open space operation and maintenance. 
  • Principles, policies, and processes of environmental review, permitting, land development, and zoning as it relates to the delivery of recreational facilities, service standards, and funding programs. 
  • Principles and practices of project and contract administration, including budget management. 
  • Principles and practices of leadership, motivation, team building, and conflict resolution. 
  • Pertinent local, state, and federal rules, regulations, and laws. 
  • Modern office procedures, methods, and computer equipment. 
  • Principles and practices of master planning and policy development. 
  • Principles and practices of organizational analysis and management. 
  • Principles and practices of supervision, training, and performance evaluation.
Ability to:

  • Organize and direct the daily operations of the Parks, Trails, & Open Space Division. 
  • Perform the most complex work of the division. 
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 
  • Gain cooperation through discussion and persuasion. 
  • Interpret and apply County and Department policies, procedures, rules, and regulations. 
  • Prepare and administer a budget; analyze, grants, reports, and various proposals. 
  • Manage multiple funding sources; recommend and implement appropriate funding sources for various projects. 
  • Supervise, train, assign, review, and evaluate the work of assigned staff. 
  • Establish and maintain effective working relationships with those contacted in the course of work. 
  • Communicate clearly and concisely, both verbally and in writing.

MISCELLANEOUS INFORMATION

Length of Probation: 

All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
