DEFINITION

To assist the Parks Administrator in planning, organizing, directing, and managing the operations of the Parks, Trails, and Open Space division; to coordinate parks, trails, and open space maintenance, construction, and development activities with other divisions, departments, and agencies; and to provide highly responsible assistance to the Parks Administrator and/or higher-level management staff.

DISTINGUISHING CHARACTERISTICS

The Superintendent level in the Parks series recognizes positions that provide full line and functional management responsibility for a division or program area within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Parks Administrator, department director, and/or higher-level management staff. 

Exercises direct supervision over supervisory, maintenance, and lifeguard staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist the Parks Administrator in planning, organizing, managing, and directing division activities, including construction and maintenance of County landscapes, parks, trails, open space, median areas, beaches, and lawn and garden areas. 
  • Assist with the development and implementation of division goals, objectives, policies, and procedures. 
  • Direct, oversee, and participate in the development of the division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures. 
  • Coordinate the activities of parks, trails, and open space work units with other divisions, departments, and governmental and private agencies. 
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; participate in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and control expenditures; participate in grant administration. 
  • Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to maintain efficient and professional operations. 
  • Develop, negotiate, and administer contracts; ensure compliance with County standards and specifications; oversee the work of outside contractors; research and resolve the more difficult contractor issues. 
  • Represent the division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as needed. 
  • Prepare various reports on operations and activities; research and prepare technical, fiscal, and administrative reports; prepare written correspondence. 
  • Ensure compliance with established federal and state legislation, regulations, and department policies and procedures; recommend corrective action as needed. 
  • Build and maintain positive working relationships with coworkers, other County employees, advisory boards, councils, commissions, recreation organizations, homeowner associations, public service groups, and the public using principles of effective customer service. 
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is performed in both an indoor office environment with controlled temperature conditions and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: 

Five (5) years of increasingly responsible experience in parks, trails, and open space maintenance, including two (2) years of supervisory responsibility.

Training: 

Equivalent to an associate's degree from an accredited college with major course work in public administration, business administration, arboriculture, horticulture, forestry, park management, or a related field.

Required License or Certificate:

  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

Ability to:

  • Assist in performing the most complex work of the division. 
  • Organize, implement, and direct parks, trails, and open space operations. 
  • Coordinate complex projects with County staff, contractors, and other agencies. 
  • Develop and evaluate parks, trails, and open space programs. 
  • Ensure compliance with grant program guidelines. 
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 
  • Gain cooperation through discussion and persuasion. 
  • Prepare and administer budget and grants. 
  • Supervise, train, and evaluate assigned staff. 
  • Work with various cultural and ethnic groups in a tactful and effective manner.

MISCELLANEOUS INFORMATION

Length of Probation: 

All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
